2—THE CATHOLIC TIMES Friday. March 29, 1957 Bishop Asks (Continued from Page 1) can devise some method which moves a man about in a work shop, varies his work and gives him a more manly conception of what he is doing. "Industrialization or automa tion is no enemy of religion. But it becomes one if men clock on and clock off, and in be tween are weary hours when, like performing animals, they do all the same tricks for the same union rate of sugar. "All the pay envelopes in the world make small compensation for this frustration.” Of the mammoth unions now operating in Britain, the Bishop laid: ‘‘Their whole aim is to dis tribute more and more income. They will go on distributing it with higher and higher wage claims until the day will come when they are distributing income which is no longer there.” The management, on their side, "are only concerned with resist ing wage claims, to presene the markets for their goods and to live such a return for investment thick will attract more capital from investors. How much less friction there would be if. instead df fighting over income, an at tempt was made on both sides of Industry to distribute a little more property in the form of shares and co-partnership. i "Lt is not necessary that every, one should own property or that all holdings should be equal. It is necessary, for responsibility and industrial peace, that more and more people should own property.” Qinaw Pnoffia A brand new colftetlon of spring hots that look like much more than their tiny low price. In a commentary on the new decree, His Eminence Alfredo Cardinal Ottaviani, Pro-Secretary of the Supreme Sacred Congrega tion of the Holy Office, states that the rules for the Eucharistic fast have now been made “under standable even to the mentality of children. Concerning the point that water does not break the faster which was first staled among the lelaxations of Christus Dominus. the apostolic constitution issued on January 6. 1953 -Cardinal Ot taviani note*, that this applies e' en to mineral water, carbonated water or chemically purified water. In his commentary', the Car dinal says: "Th* Sovereign Pontiff, pa ternally concerned with th* sal vation of soul* which ar* hin dered by so many different for ce*—not only life in a tech nical age but also by spreading materialism—wished to give to the faithful with these new rule* on afternoon Mas* and the Eucharistic fast a broader possibility of assisting at the Sacrifice of the Mass and of ap proaching the Eucharistic table, in order to strengthen them selves in the life of grace, which is today more than ever before necessary for struggling (for salvation) and final vic tory “The Church, justly severe and inflexible where doctrinal princi ples are concerned, knows never theless how to harmonize every thing that is of ecclesiastical dis cipline with the circumstances of the times Diocesan Camps Will Open June 16 This Year The summer camps of the Dio cese, Camp St. Joseph at Lock bourne for boys and tamp St. Rita at Canal Winchester for girls will open for the annual summer vacation period beginning June 16th. The laity, on the other hand need only begin (heir fast three hours before they will receive Holy Communion. Ln a paragraph examining the content of tne document. Cardinal Ottaviani asserts that there is no longer any limitation on the days on which bishops can allow Mass to be celebrated in the aft ernoon. The only condition is 'the common good.” “The laws of the Eucharistic fast, adapted to the demands of the times, have been rendered more simple and understandable even to the mentality of chil dren.’’ according to the Cardinal. “It is sufficient to abstain for three hours from solid foods and alcoholic beverages and loi one hour from nonalcoholic bever ages. There is no longer a ques tion ot either morning or evening nor of distances to be travelled to get to church nor of strenuous labor nor of late hours. “There is no longer an obliga tion to consult a confessor to sec if one fulfills the conditions to use the permission. It is no longer a matter of concessions which ap pl. to certain categories of per sons, but a law which applies to all the faithful and in all places. “The formula with which it is confirmed that water does not break the Eucharistic fast leaves one to understand that it refers to water in general and in the common sense of the word, even mineral water, carbonated or chemically purified water “The Supreme Pontiff has this lime also had special concern for the sick. Authori ties and welfare workers general ly vonder how they can possibly cope with the influx that brings back memories of the worst post war days. Social Action Unit Backs FLSA Reform WAS H1NGTON—(NC)—The So cial Action Department of the National Catholic Welfare Con ference has told Congress it fav ors the early enactment of a Sen ate bill which would amend the Fair Labor Standards Act to ex tend its protection to several mil lion additional workers. Backing for the proposed amendment was given in testi mony to Msgr. George G. Higgins, director of the department. be fore the subcommittee on labor of the Senate Committee on tabor and Public Welfare. 1 he amendment would broaden the act to give minimum wage and maximum7 hour protection to workers excluded when the act was passed in 1938. A variety of working groups would be affect ed. including employees in agri cultural processing, retail stores, restaurants, hotels and outside salesmen. Msgr. Higgins said passage of the amendment “would be a boon not only to the millions of work ers directly affected by its cover age provisions but to the econ oinv as a whole.” He said that the department is “particularly enthusiastic about the fact that S. 1267. if enacted would at long last extend the pro tection of the Fair Labor Stand ards Act to agricultural workers on large industrial farms.” Protection for these persons is long overdue, he said. “To be sure, all of the workers included in the new coverage provisions are in dire need of protection, but none so much as those who are employed in our so called factories in the fields.” Msgr. Higgins said the argu ment that the states should han die this tvpe of legislation is “meaningless for all practical purposes.” He stated that "after 40 years of discussion of mini mum wage legislation, action at the state level is woefully incom plete and inadequate.” o------------------- Book On Nuns Cited MILWAUKEE (NC) How and why 20 nuns decided to give up a life in the world and become religious is told in the book “A Seal Upon My Heart” which has i been selected as the April book- I ol-the-month by the Catholic Lit- 1 erary Foundation located ^tere.
