Ark., as second class mail matter. Springdale, Ark., Sept. 29, 1916. There is nothing about Amend ment No. 14 to make it a suspic ious measure. It is all right out on the face. The amendment is short and sweet, and goes right to the point, so anyone can read and analyse it thoroughly. Am endment Xo. 14 will build more roads in Arkansas, and do it at a less cost, than have ever been constructed in this state. It will not increase taxes—it will really decrease them, for roads will then he built by taxing all the prop erty in the county, and not sim ply the land values, as under the road improvement laws, which are now in force.
