72 DEFERRED ARTICLED Kentucky Tobacco. —Extract of a letter from a Commercial House in New Orleans, to another in Baltimore, dated— NEW ORLEANS, 13th Sept., 1819. In reply to your favour of Ith inst., we cheerfully give you such information about the Tobacco mar ket as we possess, ami willingly give you our opin ion as to prices, Sic., ke. The receipts of last sea- i son, up to Ist inst., were rather larger than we an ti ipated, and amounted to 52,33") hhds., against our estimate of 49 to 50,000 hhds. This excess was oc casioned by the high state of the rivers until very j late in the season, which permitted planters to send all their Tobacco to market, to which is to be added, that much of the finer descriptions of Missouri To bacco usually bought by the manufacturers in Ken tucky and Ohio, was sent down to New Orleans, as they did not venture to go to St. Eon is during the prevalence of the cholera in that city and other parts of tin: State. The receipts during the last 3 years were, in 1817. 55,55S hhds.; in ISIS, 55,882 hhds., and this year 52,335 hhds., or an average of 54,(100 against 72,900 hhds. in 1546. 71,500 in 1845 and 82,400 in ls!4, oranaverage of 75,000 hhds.; showing a gradual de crease in the cultivation, and a deficiency in the last three years ol 03.000 hhds. Judging from all ac counts from Kentucky and Tennessee, the crop this year again will be a short one, and not much larger than the last, but even if it snould amount to 55 tf 64,000 hhds. this quantity will be hardly sulficie >1 for the wants of all the markets in this country, Europe, kc. ke. The consumption of Kentucky Tobacco is constantly increasing and out of propor tion to the cultivation of the last three years. The average quantity required annually by the Iv gie in France is about 8000 hhds. Spain has made a contract for 60!h) hhds. annually for 3 years, arid the contractors having delivered only 3500 hhds. this year, they will require SSOO hhds. in the next The Regies of Sardinia and other States in Italy re quire about 5000 hhds. annually, Lisbon, Gibraltar and other ports in the Mediterranean, 3 to 4000 hhds. Africa, West Indies, Mexico, kc., kc., in hhds. and bales about 2000 hhds. Great Britain, in Strips and Leaf, fr m 12 to 11.000 hhds. The consumption ol this country am nnts to from 10 to 12,000 hhds.. making a total for this season of from 48 to 53,01 0. and therefore even a crop of 60,000 hhds. (mo v than the h'g est estimate of any of our friends) would leave only 7 to 12,000 hhds. for Holland, Belgium, Germany, Sweden, and all other markets. The stock remaining on sale in the hands of our Factors, is nnuma'ly small and in lusive of Mason (' vi"'' Tohac-o, does not exceed 1500 hhds. It is more than probable that our present prices will not only be fully supported, but will rule much higher in a few months from now, and during all next year. The perforated tubes or jets arc of Galvanized Iron, also the guide rods, which is proof against rust, and each Bath has a Zinc Bottom, this renders the Bath durable, having no machinery to get out of order, yet being perfect in all its parts, as pronounced by the Committee of Inspection at the Franklin Institute, Philadelphia. It is the only moveable Jet Bath patented, and the only Shower Bath that is adapted to Warm and Cold Bat hing. A great and important improvement is made in this Shower Bath over all others by throwing the water immediately on the body without wetting the head, unless at the will or pleasure of the bather, by which ladies can have the advantage of bathing without wetting the head or covering the same. The arrangements are simple and complete, and not liable to get out of order; and the bath can be ad justed to suit anv height from a small child to the tallest person. When the door is closed the fixtures are hid and the outside appearance is that of a neat piece of furniture. All goods brought to this port on freight, must he delivered on a wharf, at the expense of the vessel bringing the same—a delivery after due notice on any good wharf at Fell's Point during business hours, is a delivery in the city and port of Baltimore—Hides and articles prohibited to he landed in the city at certain periods may he landed where the public authorities may direct. In all cases where vessels are obliged (by the quar antine regulations, or city authorities) to discharge their cargo in the stream, the expense of delivering the same Rant of Jones' Falls, will be borne bv the I carrier only. DRAFTS AS FOLLOW : On all weights even beam , \ per cent, to be allowed i for draft. I REGULATIONS OF THE PORT OF BALTIMORE. Extracts from the Ordinances note in force. It is incumbent on the Harbor Master to collect all tonnage daily 9 and whenever two days tonnage is due, and the payment not secured to his satisfaction, he shall enforce the payment thereof in the same man ner as other e.itv dues are collected. The sum of two cents per ton shall be, and is here by assessed and levied upon every vessel of sixty or more tons, arriving at the Port of Baltimore, which by the laws of the United States, is required to re port and enter at the Custom House, and the col lector of the port shall be, and is hereby authorised to collect the same. The following are other regu lations : Memorandum. —That in all cases in which the invoice or entry shall not contain the weight, or quantity, or measure of goods, wares or merchandise now weighed, or measured, or gauged, the same shall he weighed, gauged, or measured, at the expense of the owner, agent, or consignee. Drawbacks.—' That, from and after the first day of December, 1846, in lieu of the bounty heretofore au thorised by law to be paid on the exportation of pickled fish of the fisheries of the United States, there shall be allowed, on the exportation thereof, if cured with foreign salt, a drawback equal in amount to the duty paid on the salt, and no more: to be as certained under such regulations as may be prescribed by the Secretary of the Treasury. Credits.— All duties are payable in cash—or. Jlnd he it enacted , That the owners of all vessels of the burthen of seventy-five tons and upwards, not exceeding one hundred tons, before going to sea, shall apply to the Board of Pilots for a license to navigate the Chesapeake Bay, and shall pay to the said Board, for such license, al the rate of six cents per ton, and such license shall be go>d for twelve months. Jlnd he it enacted , That the master of any vessel, for which a license is made necessary, by the preceding section, who shall navigate the same wit hout such license, shall subject himself to receive a Pilot.uj>on the same terms as is provided bar in the first section of this Act.
