comes instantly to mind. Now
the Philadelphians are talking'
about another observance in
or one .hundred and fifty years •
from the signing of the Declara-i
tion of Independence.

unaware that Brazil, although in
dependent for a century, has beer
a republic for only a generation
The story of her struggle for free
dom is a fascinating one. linking
as it does the medieval and the
modern, the civilization of cast
anil west.
When the Napolenoic hordes
swept over Portugal, the capital
was hurriedly removed from I.is
bon across the Atlantic to Rio.
For the first and only time in bis
tory, a European country was
governed from America. But
with the end of tbe troublom
times in the mother country, un
rest in Brazil broke out. The
crown prince, Pedro, was in Rio.

which was a complete success.
It was on September 7, 1822.
that Don Pedro proclaimed him
self as emperor of Brazil at San
Paulo. His reign was full of
strife. On the death of bis father
he found it necessary to renounce
the throne of Portugal in favor of
his sister, and only a few years
later he abdicated that of Brazil
to his son. then only five Year*
old.
Don Pedro, the Second, the son.
had a longer and happier reign.
But in the end he. too. became
obnoxious, and a republic, which
has endured to this dav, was es
tablished.

a flattering commentary on him
that his many years in the na- j
tional life of the country have
brought him a reputation only as l

single constructive act to his i
credit that the pepole can recall. !
Before the appearance of
Woodrow Wilson upon the na- ;
tional stage Lodge had a certain
vogue in Republican circles as
“the scholar in politics. it wash
looked upon as his special mis-{
sion to guard Republican national
platforms against split infinitives.
But it sands out that while, the
G. O. P, would humor Lodge by
making him chairman of its na
tional Conventions, it never could
see him for the presidency or for
! secretary of state. He came to
the position of leadership of the
Republican* in the senate by the
seniority route, but one of the
complaints against him is that
while he could lead in the sing
ing of a hymn of hate against
Wilson he had been found whot
-Ily lacking when it comes to in
spiring action of a constructive
! nature.
In the “Mirrors of Washing
ton” it is asserted that Lodge’s
long period in congress *“can be
summed up in three achievements
—the Force Bill, the attempt to
wreck England by driving her to
silver coinage and the part he
took in defeating the “Versailles)
treaty of peace with Germany.
The Force Bill and the silver
amendment his biographers have
I charitably forgotten; will the fu
ture biographer deal as gently
with the closing years of his life.'’

amendment to Section 2 of Article 111 of
the Constitution of the State of Maryland.

2. The <*lty of Baltimore shall be di
vided Into six legislative districts as neat
as may be of equal population and of con
tiguous territory, and each of said legis
lative districts of Baltimore City, us tuey
may from time to time be laid out. In ac
cordance with the provisions hereof, nnd
ealh county In the State, shall be entitled
to one Seuator. who shall be elected by
the qualified voters of the said leglslatlv*
districts of Baltimore City and of tlu
counties of the State, respectively, aud
shall serve for four years from the date
of hi* election, subject to the classifies
tion of Senators hereafter provided fpr.
See. 2. And be It further enacted by the
authority aforesaid. Thut said aforegoing
section, hereby proposed as an amendment
to the Constitution, shall be at the next
general election for Members of the House
of Representatives of Congress held in
this State submitted to the legal and
qualified voters of the State for adoption
or rejection. In pursuance of the direction?
contained In Article XIV* of the Constltu*
tion of this State, and at the said general
election the vote on the said proposed
amendment to the Constitution shall be
by- ballot, and upon each bullot there
shall be printed the words "For the Con
stitutional Amendment" nnd "Against the

vided by law. and immediately after said
election due return* shall he made to the
Governor of the vote for and against said
proposed amendment, as directed by said

4. As soon as may be, after tbe taking
and publishing of the National Census ui
1900. or after tbe enumeration of the popu

thereof, ther shall be an apportionment
of representation In the House of Dele
gates. to be made on the following basis,
to wit: Each of the several counties ol
the State, having u population of eighteen
thousand souls or less, shall be entitled to
two delegates; and every county haring
& Population of over eighteen thousand
and less thun twenty-eight thousand
souls, shall be entitled to three delegates:
and every county hsvlug a population ol
twenty-eight thousand and less than forty
thousand souls, shall be entitled to four
delegates; and every county having a
population of forty thousand aud less
than fifty-five thousand souls, shall be
entitled to five delegates; and every coun
ty haring a population of fifty-five thous
and souls and upwards shall be entitled to
six delegates aud no more; and each of
the six legislative districts of the City ol
Kaltlnaore shall be entitled to the number ol
delegates to which the largest county shall
or may he eutltled under the aforegoing ap
portionment. and the Geucral Assembly
shall have the power to provide by law.
from time to time, for altering aud chang
ing the boundaries of the existing legis
lative districts of the City of Baltimore,
so as lo make them as near ns may be of
equal population: but said district shall
always consist of contiguous territory.

twenty-two, falls to fix the boundaries of
the six legislative districts of the City of
Baltimore, the Board of Supervisors of
Elections of ssld city shall tlx the bound

and shall give adequate notice of the
same: and the boundaries so fixed shall
remain until altered or changed by the
General Assembly.

ment to the Constitution, shall be at the
next general election for Members of the
House of Representatives of Congress held
in this State submitted to the legal and

Maryland, prescribing the salary of
the Comptroller aud the terms of office
of the Comptroller and tbe Treaaurer:

- said amendment to the qualified voters
of the State fqr adoption or rejection.
Section 1. Be it enacted by tbe General
Assembly of Maryland, tbree-fifths of all
the members of each of the two Houses
concurring, that the following be and the
satpe hereby is proposed as an amend
ment to Section 1 of Article G, title
"Treasury Department." of the Constitu
tion of Marylaud. the same if adopted by
the legally qualified voters of the State,
as herein provided, to become Section 1 of
Article G of the Constitution.
Section 1. There shall be a Treasury
I>epartment. consisting of a Comptroller
chosen by the qualified electors or the
state, at each geueral election at which
the Governor is chosen, who shall receive
such salary as may be fixed by law; and
a Treasurer, to be appointed by the two
Houses of the Legislature, at each regu
lar session thereof, iu which begins the
term of the Governor, on Joint ballot, who
shall receive an annual salary of two
thousand five hundred dollars; and the
terms of office of tbe said Comptroller and
Treasurer shall be for four years, and un
til their successors shall qualify; and

"Quadrennial Elections,” the same

of four years: aud adjusting terms of
State and county appointive officer#:
and providing that all provision# of
the Constitution Inconsistent with the
provisions of this Article he repealed
to the extent of such inconsistency;

•ounty officers elected by qualified votera,
shall hold office for terms -of four years,
ami until their successors shall qualify.
Section 2. Elections by qualified voters
for State and county officers shall he held
m the Tuesday next after the first Mom
day of November. In the year nineteen
hundred aud tweuty-slx, and on the same
day In every fourth year thereafter.
Section 3. Members of the House of
Delegates and all other State and county
officers elected, by the qualified Voters at
the election to be held on the Tuesday

twenty-seven, shall remain unchanged:
their successors shall be elected for a
term of three years at the elections to be
held on the Tuesday next after the first
Monday of November, nineteen hundred
and tweuty-slx. but shall not take office
until the expiration of the full term for
which their predecessors have been elect
ed; and their successors shall be elected
ror the. regular term at the election to be
held on the Tuesday next after the first
Monday of November, nineteen hundred
and thirty. Nothing herein shall affeet
the terms of any judge of the Circuit
Court of tbe several circuits, the member
of the Court of Appeals from Baltimore

of Baltimore City; if the term of any aucb
Judge shall expire in a year iu which no
election for member* of the General As
sembly is held, the Governor shall ap
point a person duly qualified to fill said

Section 11. The purpose of this Article
is to reduce the number of electrons, by
providing that all Stale ami county ' elec-j
tious shall he held only ip every fourth]
year, ami at the time now provided by law j
for holding congressional elections: mid
to bring the terms of appointive officers
into harmony with th * changes affected in
the time of the beginning of the terms of
elective officers; aud the administrative
and judicial officers of the State shall con
strue the provisions of this Article so as
to effectuate that purpose. For the pur
pose of this Article only the word "offi
cers" shall be construed to include those
holding positions and other places of em
ployment in the State aud county govern
ments whose terms are fixed by law. but
it shall not include any appointments
made by the Hoard of Public Works, nor
appointments by tin* Governor for terms
of three years.
Section 12. The General Assembly, at
the regular session in the year uineteen
hundred and twenty-four, shall main
such changes In the primary and genera'
election laws, and otherwise, as may be
necessary to carry out the provisions ol
this Article. There shall he no election
for State or county officers in the year
uineteen hundred and twenty-five.
Section Id. In the event of any incon
sistency between the provisions of tills
Article and any of the other provisions of
the Constitution, the provisions of tbit
Article shall prevail,l and all other pro
visions shall lie repealed or abrogated to
the extent of such inconsistency.
Sec. 2. —Ami be It further enacted by the
