MISCELLANY._ Geo. Francis Train to Gov. Andrew.— Tile following characteristic letter was written to Gov. Andrew by Mr Train, before learning that the omission of the Governor’s name from the requisition upon the President was purely accidental: London, Joly 15. 1862. Dear Sir:—Where is Massachusetts ? Eigh teen patriotic States, boiling over with love of Union. Constitution, country, offer more men, more money, to save the Nation’s life. Eigh teen patriot Governors, full of National affec tion, tender our noble President another army of 300,000 patriot soldiers. The patriot ranks are full, tile patriot States all there, but, mir able dictu, Massachusetts! where is Gov. An drew’s name ? Surely, there is some mistake. Massachusetts, always first, cannot lie last to answer to the country’s call. What does it mean ? Who was first at Washington when Sumter fell? Massachusetts. Who fought at Baltimore on Lexington's adversary ? Mas sachusetts. Who built bridges, laid rails, re paired locomotives at Annapolis, as fast as the rebels destroyed them ? Massachusetts. Who showed Spartan fire and martyr bravery at . Ball’s Bluff? Massachusetts. Who has in troduced peace and quiet, and our patriot flag, where rebellion reared its serpent head, and anarchy reigned supreme, in New Orleans ? Massachusetts, the proud old State of the Pu ritans, and the pioneer of the Revolution. Old Miles Standish was a Brave, and, shades of Otis, Hancock and Warren, why is Massa chusetts absent from the patriot list? By the memory of Franklin somebody has committed a great crime! By the sacred soil of Concord and Lexington and Bunker Hill, I swear that Massachusetts should have headed the list as sbu has always donel By the blood of ’76, by the cannon hall in the Brattle-street Church, and the love that Webster bore the Union, we will be on that list. Who sent back the Stamp Act and the Bos ton Port Bill ? Massachusetts. Who was it pitched overboard the tea ? 1 answer, my own fair State, Massachusetts. The Empire is no longer centered in New York. Pennsylvania is no longer the keystone of the nation, but the Old Bay State continues still the Old Bay State—the home of arts, and nurse of liberty! AU the States are on the paper. Maryland was tainted with rebellion; so was Missouri, Kentucky and Tennessee. But, God be praised 1 do you see their names ornamenting the patriot roll ? Is Massachusetts less loyal ? Are we to have another Hartford Convention? Is the great struggle for humanity to be dwin dled down to an abolition war? Are twenty-eight millions of white Ameri cans to lose their nationality, and be beggars in the world, without a flag, in order to grati fy the morbid sensibilities of a few who wisli to sacrifice our national lile for four millions of negroes? God forbid! No; Gov. Andrew, you cannot mean it. 1 have been loud in your praise. Your patriotic despatch to send back our wounded soldiers,was hill of teudernessand loyalty. Why now have you hesitated ? Mr. Sumner, I tear, gives bad counsel. He must not trifle with our honor, our loyalty, and our pride. Massachusetts men in London weep tears of shame In their indignation to find their State omitted from the roll. Be- advised Gov. Andrew; obey the President. He is honest. Let the negro rest; save the white man first. Think more of the American, and less of the African. She looked up into Ills lace with an air of astonishment auu offended dig nity, and replied, “To be sure I have” * “What makes you think you have ?” “Because I have,” she promptly replied. “But how do you know you have a soul ?” “Because I do know,” she answered again. “It was the child’s reason; but the philoso phy could hardly have given a better. “Weil, then,” said he, after a moment’s con sideration, if you kuow you have a soul can you tell me what your soul is ?” “Why,” said she, “I am six years old, and don’t you suppose that I know what mv soul Is?” “Perhaps you do. If you will tell me, I shall find out whether you do or not.” “Then you think I don’t kuow,” she replied, “hut 1 do; it is my tbiuk.” “Your think I” said the philosopher, aston ished in Us turn; “who told you so?” “Nobody! I should be ashamed if I did uot know that without being toid." The philosopher had puzzled his brain a great deal about the soul, and he oould not have given a better delinition of it in so few words. SCARrrrr ox Stamps.—Stamps are getting to be quite scarce in this community. As an illustration of this fact we heard a pretty good story a day or two ago. A number of soldiers at the Trotting Park engaged one of the num ber of teams which run between that locality and this city to bring them into town. Hav ing arrived, the spokesman of the squad, ap parently for the purpose of settling the affairs of the partv, approached the driver, when the following colloquy ensued: Soldier—“You take stamps, don’t you ?” Driver—“Yes.” Soldier—“Well, when we get some stamps, we’U let you have ’em!” And thereupon the whole party proceeded about its business, leaving the driver minus the stamps. The Portland Daily Press is intended to be an enterprising, vigorous and live Daily Morning Paper, containing the latest and fullest news by mail and telegraph. THE MAINE STATE PRESS Is a large, well-tilled, carefully edited, and neatly printed weekly -paper, intended specially for general circulation throughout the State. Both of the above named papers will labor to inculcate, in no dictatorial spirit, sound political prin ciples and to promote the material interests of the State, and of tho City of Portland as its interests twine with, and arc inseparable from, those of the State. Politically, the Press will give an earnest, cordial, and generous support to the administration of Abra ham Lincoln, who in little more than one year, has indellibly impressed himself upon the nation’s heart as an incorruptible patriot, an inflexible Chief Mag istrate, and an honest man; the ability of whose ad ministration is most signally exhibited, not (only in the matchless operations of our army and navy, but in the nnpaialleled fact that, in the midst of this gigantic rebellion, our Government securities are selling at a premium. It will zealously labor to ex hibit and defend sound Republican principles, and, inasmuch as jiolitical organizations have become a necessity in carrying into cflbct great principles of political economy, and inasmuch as ,the Republican party which, in the brief chapter of its history already written, has successfully refuted the allegation of its enemies that its designs and tendencies were sec tional, and triumphantly vindicated its claim to a just and liberal Nationality, ha* remained Mead fast in its devotion to the Union while other organizations have so generally become infected with a disloyal spirit, and inasmuch as it is the only party which at present seems competent to conserve the great prin ciples underlying all free Governments, the Press will cordially sustain the organization of that party, not with a design to foster a mere partizan spirit, but in the full coniciousness that it embodies the true principles upon w hich our government rests, and af fords the only available means of accomplishing such results as a lofty patriotism imperatively demands. It will neither seek nor endorse any compromises with men in rebellion against the laws of the land, but will inculcate loyalty to the great ceutral idea of ! all true democracy—that the majority must govern. Upon the exciting question of Domestic Slavery, it may be proper to say, that while the Press will sanc tion 110 interference with the constitutional or legal rights of loyal men, it will neither apologize for an evil which constitutes the foulest blot upon our national character, nor attempt to resist tho tide of events that seems destined to sweep from existence an institution which is tho greatest anomaly in e. * ’’© government. The emancipation of slavery in the federal Capital, the co-operation of the Federal with the loyal State governments, to secure gradual eman cipation, as proposed by President Lincoln, and all other constitutional measures looking to a peaceful removal of our greatest “moral, political and social evil,” will liud iu the Press a generous and hearty support. While thu* distinctly announcing the general course proposed for the Press, and intending that, alike in war and in peace—in our country’s peril and in its triumph, it shall speak with no uncertain voice, we do not lose sight of the fact that true men have hon estly differed, and that, coming by different routes they now find themselves travelling parallel roads; and, instead of seeking to widen the differences be tween those who arc required by a common patriot ism to act in concert, the Press will labor hopefully to encourage unity of purpose and harmony of act ion among all loyal men. Aside from its political department, the Press will be earnestly devoted to the advancement of the beet interests of the city and State. Its Local Depart ment will in no case bo neglected. Particular atten tion will be given to the Commercial and Maritime interests. It will be the aim of its conductors to make it an indispensable institution of the State, and a ge nial and welcome visitor in every work-shop, count ing-house, and family circle. The Editors, not un known to the people of Maine, will give their undivi ded energies to the work before them, and labor to make such a paper as the city of Portland, the State of Maine, and the exigencies of the times demand one that shall be true to the popular instincts.
