The act under which these assistants are appointed took effect on the 1st dav of September instant Citizens residing in the large business centres of this district have doubtless read it, and can hence form their own conclusions in relation to its provis ions; but as there aro many in the agricultural sec tions who may have bocii unable to obtain a copy for examination, I wish to call their attention to some of its principles. boon after the rebellion broke out. Congress found it necessary to assess a small direct tax on the sever al Mates, to maintain the credit of the country. The Mates being authorized to assume the pavmerit of the sum deinand«*d of them, had the power to assess it upon all the property within their limits. Farms and other real estate being, from their na ture, more exposed than other objects of taxation, would sutler severely from the constant draft for money, created in sustaining the government during this war. and they could not long endure the Lturdeu a direct tax would impose upon them. In order to provide in part for the future expenses of the war, Congress wisely determined to raise money from the people without State interven tion, and without taxing the producing c asses. To effect this object, and to make the tax »s,ual in every State, they have passed what lias been termed an Ex cise Act. Passing by the farmer, the mechanic, the fisherman, the lumberman, and many other pursuits ! *<> essential to our pros|»erity as a people, this act levies its light contributions' upon the wealth, the I luxuries, the pleasures, and business of the country. It docs not tax real e-tatc of any description, nor with a very few exception*, personal property. With the exception of these two items, there is not prob ably a farmer nor a mechanic iu this district, within tlw act. These are taxed at a sum so inconsiderable that it is to be hoped every citizen who desire* the perpetuity of Ids government will, in this terrible cri sis of its affairs, assume cheerfully his proportion of it* necessary burdens, and if he is fortuuately tlie owner of an article liable to bo assessed, put a'valnc upon it which shall bring it within the act. It mav bo the only opportunity he will ever have to contri bute a dollar for the preservation of hi* government. The professional man — the retail trader whose sale* exceed one thousand dollar* per vear—the man ufacturer of any article the sale* of which exceed six hundred dollar* por year—the hotel keeper—the man whose yearly income exceeds six hundicd dol lars. and several other employments are to In* assessed. It is presumed all such are conversant with the pro vision* of this act. 1 would call their attention to .section* from six to eleven, inclusive, and section IFfty-eight. The-e sections impose l Ik* duty upon every person liable to be assessed lor n tax or license, to call imme diately upon tlie assistant assessor and make up and sign their several assessment*. If they neglect so to do, he I* required to increase their tax fifty per cent., and no discretionary authority Is vested iu the assis tant or the assessor to make any abatement of this amount. It will be perceived by a careful examination of these sections, that Cuugre**, relying upon the patri otism of the business men of the country, proceeded upon the hypothesis that every one liable to be taxed would suh-tautiallv assess himself, and sign the lulls fixing the amount lie was to pay. If tin* ac t, there fore is complied with, the assistant assessor is but a recording officer, who receives and properly enters the lists delivered him by the citizen, and his duty in lelatiou to fixing a valuation upon objects liable to taxation, is rather advisory than absolute.
