Two Study
Groups Are
Appointed
Two committees to study
important Montgomery
County problems were
named by the County Coun
cil this week.
The first was a committee of
10 to study soil erosion, natural
topography and open-fepace plan
ning. This committee grew out
of a seminar on those subjects
sponsored by the County Coun
cil last week.
The second committee will
number 12 individual members
and 10 organizations when it
starts looking into recreation
and park services in the county.
The soil conservation commit
tee has been charged with an
analysis of the recent seminar.
It will present its analysis and
recommendations to the County
Council as soon as possible. The
recreation committee was in
structed to report to the Coun
cil on or before January 1.
Members of the conservation
committee will include Mason
A. Butcher, Director of Public
Works; Arthur K. Stellhorn, di
rector of planning for the Mary
land-National Capital Park and
Planning Commission; an engi
neer-designate from the Wash
ington Suburban Sanitary Com

William F. Carl, 38-year
old owner of Martin’s Dairy
and Master of Fox Hounds
at the Goshen Hunt, died of
an appartent heart attack at
his home Tuesday afternoon.
He died only hours after vis
iting a heart specialist. His wife
drove him home after the doc
somebody from the Suburban
Maryland Builders Association;
the Maryland Highway Contrac
tors’ Association, and the Mary
land Society of Engineers.
The recreation committee will
look for any duplication of rec
reational services supplied by
any government or other or
ganization in the county with
respect to improvement of an
overall program of recreation.
Individuals named to the com
mittee include Jerome J. Harris,
Mrs. Herbert S. Hyatt, Robert
Hacken, John Cerniglia, Frank
Bliss, jr., Cody Pfansteihl, Mrs.
James H. Mann, Everett R.
Jones, Mrs. Phillip Thorson, Dr.

and complained of difficulty in
breathing. His wife called a doc
tor and the Gaithersburg Res
cue Squad but Mr. Carl was
dead when they arrived.
His wife said doctors would
perform an autopsy in light of
the suddenness of his death. Mr.
Carl had been under the care of
another doctor for gall stones.
Mr. Carl was an enthusiastic
fox hunter. His 360-acre farm.
Aron, on Blunt rd., North of
Gaithersburg was the frequent
scene of hunt breakfasts and
other activities associated with
fox hunting. He kept four
horses.
He became MFH of the Gost
en Hunt about a year ago fol
lowing a falling out with Thom
as T. Mott, sr., founder of the
Redland Hunt. Mr. Carl and sev
eral members of the Redland
Hunt left Mott and formed the
Redland Hunt Association.
A bitter controversy over hunt
territory to be used by the two
groups and over the similarity
of the names of the two hunts
resulted in the formation of the
Goshen Hunt, which rode on the
west side of Georgia ave. ex
tended while the Redland Hunt
rode on the east side.
Mr. Carl was a native of the
District and a graduate of Mc-
Kinley Technical High School.

Four Montgomery County men
convicted of conspiring to take
lewd photographs of a Rockville
woman were placed on one
year’s probation after their sen
tences were suspended generally
in Montgomery County Circuit
Court yesterday.
Judge Thomas M. Anderson
told the men they had suffered
punishment enough in the pub
lic's eyes and that furthermore,
he did not feel their crimes were

kept him from volunteering for
military service during World
War II so he joined his father,
Edmund O. Carl in his auto re
pair business known as Call
Carl. The senior Carl was
founder of the business.
About three or four years ago,
William Carl left the auto busi
ness and bought into the Mar
tin’s Dairy on Georgia ave. ex
tended. Eventually he purchased
control of the dairy from the j
Martins, his cousins.
A little over seven years ago
he married Sarah O’Boyle, wi
dow of the founder of O’Boyle

Carl.
In addition to his presidency
of Martin’s Dairy, Mr. Carl was
a director of O'Boyle Tank
Lines, Inc., and director of the
Metropolitan Federal Savings
and Loan Association of Bethes
da. He also was a member of
q. d. ARMSTRONG me.

at 10 a.m. tomorrow at St. Mar
tin’s Church and burial will fol
low in the Gate of Heaven Ceme
tery.
