Pursuant to the provisions of
Article XIE of the Constitution
of Maryland, the Annotated
Code of Maryland, 1951, and
the 1957 Cumulative Supple
ment to the Annotated Code of
Maryland, and the Public Local
Laws of Maryland, notice is
hereby given that by action of
the Mayor and Town Council
of the Town of Washington
Grove, the Charter of the Town
of Washington Grove, Mary
land, enacted by the General
Assembly of Maryland, Session
of 1937, as amended, be and the
same is hereby repealed and re
enacted, with amendments, a
fair summary of which reads
as follows:
Sections 2 & 3 deal with the
General Corporate Powers and
the Corporate Limits. Section
4 defines the function and fre
quency of the Town Meeting.
Section 5 describes the Legisla
tive Powers of the Town Coun
cil. Sections 6 through 14 es
tablish the composition, qualifi
cations, and procedures of the
Town Council. Sections 15
through 18 establish the selec
tion, term, qualifications, sal
ary, powers, duties, etc., of the
Mayor. Sections 19 through 21
establish the general and spe
cific Municipal Powers, the ex-1
ercise and enforcement of those
powers, and the adoption, by ■
reference, of paragraphs 2
through 57 of Section 22 of the
"Municipal Corporations Char
ter Act. Sections 22 through
36 cover all matters relating to
the policies and procedures
which shall govern Registra
tion. Nomination, and conduct
of Elections. Section 37 through
56 relate to Finance, including
the powers, duties, and bond of
the Treasurer; all matters re
lating to the budget, appropria
tions, taxes, the tax rate and
the collection of taxes; fees,
audit, borrowing, payment of
indebtedness, purchasing and
contracts; Sections 57 through
62 establish policy with respect
to the appointment and welfare
of personnel. Sections 63
through 65 related to the defi- j
nition. control, and powers of
the Town over Public Ways, i
Walkways, and Sidewalks. Sec
tion 66 through 71 provide for
the acquisition, possession, dls
posal, and condemnation of
Town property, the power over.
Town buildings, the protection!
of Town property, and the use j
of Town property. Sections 72!
through 77 relate to General
Provisions, including the oath
of office, official bonds, prior
I rights and obligations, misde-!
meanors, effect of Charter on
existing ordinances, and sep
