The man who runs the Used Office Furniture store on Rockville Pike just before you get to Rockville has a wonder ful sense of humor. In the front of his place he has Christmas trees for sale. He put up a sign that says: “Christmas Trees For Sale— New and Used.” Many folks stop by just to see one of the “used” Christmas trees. * * * Had a nice chat with Mrs. Rachel W. Reed whose late husband was one of the Reed Brothers in Rockville. And like many of the oldtime Rockville residents, she doesn’t like many of the changes that are taking place in the county seat. She loves Rockville hav ing lived here for many years. But like many of us in the County, she hopes that some day officials will come along who believe that there is such a thing as economy in govern ment. I told her that some thoughts about her city had come to mind and I didn’t mind passing them on to her. They are as follows: Rockville is the county seat of Montgomery County. And as such the headquarters of the county government is housed here. It provides the various services to most citi zens of the county. These serv ices include police protection, schools, libraries, Inspections, etc. Fire protection is also par ticularly paid for by county taxes. A recreational program Is also provided. Planning is done by the Park and Plan ning Commission and ap proved by the County fathers. Water and other services are provided by the Washington Suburban Sanitary Commis sion. All work fairly closely together for the benefit of all citizens. The large area of Silver Spring-Wheaton is unincor porated. It is the second lar gest community in Maryland. In the old days it was necessary to have a city government be cause the rest of the county was not developed. Small cities organized to help protect their citizens. But as the years brought great growth to the suburban areas of Washing ton, the county government be gan to grow. It is a very touchy thing to say but there are hundreds of people living here who believe that Rockville should give up its charter. Then the county could provide the necessary services at a great savings to the taxpayers. Citizen after citizen has asked what the City of Rock ville provides that the rest of the county citizens do not get? Rockville officials usually point to the extensive recre ational program which, by the way is an excellent thing. No better water is provided. No city fire department has been formed. The Rockville Volun teer Fire Department has been self-supporting for years. The city provides three or four po licemen who watch the park ing meters but the County Po lice Force provides the bulk of protection. It is true that the City of Rockville bought a big beau tiful estate and made a Civic Center. It also constructed an auditorium. These projects cost hundreds of thousands of dollars. Now under construc tion across from the County Office Building is a new City Hail. The County has a tremen dous Public Works depart ment. The City of Rockville has one too. The County has the finest Deparmtent of Li censes and Inspection. So has the City. There appears to be much duplication. Of course, the City of Rock ville’s method of zoning prop erty is a bit easier than that of the County. And there are other areas in which the dif ferences might be worth an argument before anything is done. In fact, it would be a worthwhile project for a com plete study to be made on this question of whether or not the City of Rockville should con tinue as a City or become a part of greater Montgomery County and governed by the County Council. It seems to me that there Is very little doubt about one thing: It is a most difficult thing for a member of the City Council to get the com plete feeling of a City if he does not only live but also work in the City. The present Mayor of Rock ville works for the Federal Government in the Bureau of the Budget. So does Frank Ecker. Achilles Tuchtan is em ployed in the Government Service Administration and Ralph E. Williams is in the Washington firm of R. P. Clark Co. The only member of the City Council who lives and works in Rockville is Glenn J. Koepenick. I have lived in Montgomery County for over 40 years. For about four years I worked on Capitol Hill. All during this time I continued to write a column for Maryland news papers. It was a difficult thing. I didn’t have the same feel for things as I have had since living and working in the county. I don’t believe these gentlemen can hold a night meeting once a week and know what is actually going on in their city. And this does not mean that these out-of-city employees aren’t excellent pub lic servants. The City Council of Rock ville should be composed of men and women who live and work in Rockville. And I sus pect that such a slate will be formed in time for the next election. Rockville is no longer primarily a residential city. More and more business and more and more industry is being attracted to this section of the county. It is the duty of these businessmen and in dustrialists to interest them selves in the local government. And it is suspected that they will. There is too much duplica tion in governmental services. And if the people of Rockville can do anything to help re lieve duplications, a study should be made which would make possible an intelligent plan of action.
