Poor Public Relations
In the Ben Casey and Dr. Kildare television se
ries, physicians have a most effective public relations
tool working for them.
It is unfortunate that the good will and respect
engendered by these programs are countered by the
irritation and resentment arising from the American
Medical Association’s adamant opposition to Social Se
curity financing of health care for the aged.
The need for such a program, as advanced by
President Kennedy, has been evident for some time as
an increasing proportion of the nation’s population is
reaching the age of 65.
Moreover, the Kerr-Mills medical assistance bill
passed by Congress two years ago with the express
intention of forestalling action on the Social Security
medical proposal has proved an utter failure.
A recent report by the Health, Education, and
Welfare Department revealed that less than 1 per
cent of our aged is being helped by the Kerr-Mills
legislation, although it will cost $215 million during the
current fiscal year.
This measure, which was supported by the AMA, is
limited almost exclusively to aged persons who must
show they cannot meet medical costs. Thus, it not only
establishes a degrading means test but completely
ignores the needs of those whose incomes, while ade
quate to pay normal medical bills, would be exhausted
by prolonged illness.
The AMA’s cry of socialism, as applied to the
President’s health plan, is without foundation. The ad
ministration’s proposal does nothing more than allow
persons to put money aside now when they are pro
ductive for the time when they are old and sick. This
would be financed by a small increase in the Social Se
curity tax.
Freedom of choice in selecting physicians would
remain unchanged. Payments would be made by the
individual patients, just as they are now 7 . The relation
ship between patient and doctor would be the same.
As a matter of fact, many doctors who now de
; vote a considerable part of their time to charity work
would stand a much better chance of getting paid for
their services.
Just how all of this would constitute socialism is
something the AMA has failed to explain. If organized
; medicine has any concern for its public image, it
should stop crying wolf unless it can prove the wolf is
there.
Answering Editorial
! It is very sad When so long-revei-ed a paper as tlie Mont
gomery County Sentinel allows itself editorially to go so delib
erately off-the-track as it did in last week’s editorial “Recognizing
the Issues.’’ The theme of this editorial was, if I understand it
Correctly, that the "County Democrats” are taking the position
that State issues are of no concern to them.
Not only State issues but indeed Federal issues as well as are
of deep interest and concern. "County Democrats” believe, how
ever, that County Councilmen and representatives to the State
Legislature should not and must not be elected on the basis of
Who is supporting whom for Governor. If you like Mahoney,
does that qualify you to set the tax rate in this county? If you
prefer Mr. Tawes does that fact make you any more or less able
to relate Montgomery’s concern for the proper development of
the Potomac River? The choice of candidates to occupy office
should and must be made solely on the abilities of those candi
dates to occupy the offices for which they run and “County Dem
ocrats” shall not be diverted from that position.
Furthermore, Montgomery County citizens have proven again
and again that this is the only basis on which they will make
their choice. They have shown their understanding of the fact
that the best education, the best teachers and level of pay for
those teachers, the most adequate road system, the fairest and
most equitable zoning policies, the amount of money coming
back to this county from the State and the bases for that return,
alt these depend, not upon who likes whom for Governor, but
upon the- ability of the elected official clearly and forcefully to
bespeak the forward-looking concepts of our home-rule govern
ment in the halls of the legislature in Annapolis and the Council
Room in Rockville.
Legislation to provide more State money for libraries which
I successfully sponsored this year was not merely to help this
county; nor was the Southern Regional Children’s Center merely
for Montgomery’s children in trouble: nor special education for
handicapped children merely for Montgomery’s children in need;
nor the State Commission for Aging merely for Montgomery’s
Senior citizens. Through such legislation, however. Montgomery
County sets the pace for the rest of the State and the whole
State benefits. No matter who is elected Governor we will con
tinue to set the pace and we will not be diverted by outmoded
political piffle which insists that the reason for support of a
County Councilman is that Councilman’s gubernatorial prefer
ence.
When the family unit Is strong, the community is strong as
Is the whole nation. When Montgomery County Is strong the
State of Maryland Is made strong. Our homeowners came here
because they wanted the best possible place to live and raise
their families. They deserve to have their voices heard strong
and clear in the State Legislature and in their own County
Council. Those who wish to haggle and baggie about which
gubernatorial candidate smells sweeter may do so, but as for us,
no matter who is elected governor the combined activities of the
“County Democrats” will he there to help him upgrade the State
toward our own level and concept of government in and for the
Twentieth Century, •
