forthcoming announcement that
the group’s candidate for the
Maryland State Senate is none
other than Don Claggett, the re
signed precinct chairman who
walked out when the State Cen
tral Committee failed to give
him a spot on the House of Dele
gates slate. In the primary,
Claggett lose nomination by
only 21 votes.
Indignation of rank and file
Democrats over Claggett’s
raw deal after years of party
work ... plus interpretation
of the Committee’s by-pass as
throwing down the gauntlet
and declaring all-out war
against middle-of-the-roaders
and conservatives in the
party, started the ball rolling
toward formation of the new
organization. About 20 unpub
llclzed but seething precinct
meetings have been held on
the matter In the past week.

New organization leaders will
make it clear by presentation
of their bob-tail slate they are
not out to "unhorse" all Demo
crats who are on the official
party ticket. No one wants to
name all names at this time,
but insiders indicate State Sen
ator Margaret Schweinhaut has
been singled out and Claggett
is “the boy to do the job.”
County Council president
Dave Oahoon, a House of Dele
gates candidate, will be gunned
for as the behind-the-scenes man
calling too many shots for the
State Central Committee. Ca
hoon is accused of having
sharpened the hatchet used on
Lee with an able assist by Mrs.
Schweinhaut.
All new organization leaders
are willing to say before public

“some” candidates for the Coun
ty Council and “some” for the
General Assembly.

some Democrats were hunting
high and low for possible ways
of “impeachment” proceedings
against the State Central Com
mittee are greeted with a
chuckle by new organization
people. As one insider put it,
“Why bother with a little thing
like that? All we have to do is
have a strong organization rep
resenting the popular feeling in
the party and forget them. A
State Central Committee won’t
get further than an empty meet
ing room if it has no party to
run."

with a wide three-way party
split, and faced with a real
power struggle between the
liberals and the conservatives,
they say, adds up to airing
family linen at a time when
the party should be poking
through the wash accumu
lated by Republican opposi
tion.
Still others see the uprising
of a new organization and a
party battle, even in a General
Election, as a guarantee of a
strong two-party system in
, County politics. They feel if the
. GOP wins a few officies while
. the Democrats fight, Demo
, crats will come out of the fray
strong and, finally, unified.
Now, It Can be Told
i ft can be verified: Stedman
Prescott, jr., lawyer, son of the
i Appeals Court Judge, defeated
candidate in May for the judge
, pit ip, and a good Democrat
when he’s not running for judi
cial office, has offered his sup
port. and that of some of his
supporters to Walter Moorman.
Moorman is a Republican and
will oppose county lawyer Plum
mer Shearin, a Democrat, in
the November judgeship race.
Crossing of party lines in the
judgeship no party-label race is
not unusual. In the case of Pres
cott, however, it fe believed
smne personal feeling toward
Shearin, plus the fact that
Prescott leans conservative and
so does Moorman, prompted

“upset” last week when this
column mentioned whip-crack
ing tactics being employed to
pull precinct chairmen into line,
particularly in the matter of
, precinct record keeping. There
was some needling of Commit
tee Chairman Don Kendall to

public denial of same. This
paragraph is to say: whip-crack
ing still goes on and non-co
, operating precinct chairmen are
biting the dust like redskins.

Committee wants set up.

everyone now knows, was one of
the four winners.

and a quick glance at the

tral Committee members seat
ed together in the front row
revealed most of them were
i applauding too —not politely
but enthusiastically,
i Incidentally, the Republicans
missed a good bet in not having
; their convention a little more
• lively. It was a sort of lack
i luster affair with little whoop
lng-lt-up spirit. There could have
been lots of pretty girls, bright
ly attired, stirring music, and a
lot more whoopla. But it came
off very well, nonetheless. It’s
only that they could have made
it a little more exciting.
Little doubt left that former
Governor McKeldin will not
i cany the GOP banner for the
party this year. Candidate Small
seems to have squelched pri
mary rumors he would resign
■ in favor of McKeldin in the gov
ernorship race. Republicans are
rallying behind and applauding
Small but are admitting private
ly “the man’s a bore after five
minutes of speech making”. On
the local scene, the Republicans
think County Council candidate
Henry Hlser of Bethesda is be
ing too outspoken in his per
sonal feeling about segregation.
Some one will be appointed to
talk with Hiser and persuade
| him to soft pedal the touchy
subject.
