VACCARO WASHINGTON UR The Senate took time out today in the Eisen hower administration’s first open foreign policy fight with Sen. Mc- Carthy (R-Wis), centering on Charles E. (Chip) Bohlen’s nomi nation to be ambassador to Russia. Tempers flared angrily during yesterday’s debate. Senate Repub lican Leader Taft of Ohio and Sen ate GOP Policy Chairman Know land of California united to cham pion President Eisenhower’s ap pointee. McCarthy and Sen. Bridges (R --NH), co-leaders cf the fight on Bohlen, conceded his confirmation by a big majority when the Senate Civil Defense Head Asks Funds WASHINGTON Lfl—Val Peterson, the new federal civil defense ad ministrator, said today he expects to ask Congress for about 123 to 125 million dollars for his agency for the year starting July 1. Peterson described that as “a very modest request” compared with previous budget proposals of 400 to 600 million dollars a year for civil defense, ana said it will be “a bedrock minimum.” In the past, Congress never voted more than 100 millions a year. President Truman recommended 150 million dollars for civil defense in the year starting July 1 but the entire budget he submitted to Con gress is being reviewed by the Eisenhower administration. The biggest irrigation reser voir using Rio Grande water is at Elephant Butte, N. Mex. votes. A vote is likely tomorrow; the Senate is in recess today. Bohlen’s opponents have raised questions about his security and have said he was intimately linked with Democratic foreign policies which, they contend, were repudi ated in the 1952 elections. The controversy reached its peak when Knowdand. his face flashing anger and resentment, challenged what he interpreted as a reflection by McCarthy on his truthfulness. The question was raised whether former Ambassador Hugh Gibson had joined ex-Ambassadors Joseph C. Grew and Norman Armour in recommending assignment to Mos cow of the 48-year-old Bohlen, a veteran foreign service ifficer and Russian specialist. Sen. Dirksen (R-W) said Gibson had told him by telephone he had made no recommendation on Boh len, as reported by Secretary of State Dulles to the foreign rela tions committee. Knowland then produced what he said was a Jan. 29 memoran dum to Dulles signed in ink with the names of Gibson, Grew and Armour. This memorandum referred to an attached list of recommendations for diplomatic posts, Knowland declared, and added that an in spection of the list showed that next to Russia was the name of Bohlen. Knowland said he was not at liberty to read the entire docu ment. While Democrats chuckled, Mc- Carthy brought Knowland to his feet again by suggesting that Dirk sen be allowed to see the letter since he was a “good security risk.” The Californian furiously an nounced he had “not misrepresent |ed the facts,” and added that if j McCarthy thought it was necessary | for Dirksen “to verify what I told the Senate,” Dirksen was free to see the letter. “There’s no need to get excited,” McCarthy declared. “No doubt you told us the truth.” Knowland said he did not pro ipose to question every communi- I cation sent up by the secretary of 1 state. “If wfi_ have so destroyed confi : dence in the men chosen to serve in high places in our government,” Knowland declared, “God help our country if that’s the basis we are going to operate on.” McCarthy’s voice rose in turn as he shouted back that “the mere : fact that Dwight Eisenhower nom inates someone doesn't mean we should blindly confirm him.” The exchange ended with Mc- Carthy insisting that Knowland should clear up Gibson’s stand. An attorney for Gibson said the for mer ambassador would have no immediate statement. Sen. Ferguson (R-Mich) read into the record a letter from Grew stating “there is no shadow of doubt in my mind that he (Bohlen) is the best man for the (Moscow) job now.” Taft apparently had succeeded in removing as a big issue in the prospective vote the question of whether R. W. Scott McLeod, new State Department security officer, had opposed Bohlen’s security clearance by Secretary of State Dulles. * The majority leader said he had a letter from McLeod saying that the only file he saw on Bohlen was the FBI summary sent over to the State Department, and which Taft and Sparkman (D-Ala) spent three hours Tuesday reading. Taft told the Senate he’d rather rely on his own judgment than Mc- Leod’s. DR. J. A.
