t Page 10 THB KEY WEST CITIZEN CONGRESS HIGHLIGHTS OF THE PAST WEEK WASHINGTON IB Congress pressed ahead this wek with ma jor actions on two legislative fronts despite the distraction of daily televised hearings in the Me- Carthy-Army row. The Senate approved a measure to aid wool growers and at the same time beat down proposed amendments aimed at extending the present high, rigid price sup ports opposed by the administra tion. On the House side, quick ap proval was gained for a Defense Department money bill totaling nearly 29 billion dollars. This was coupled with defeat of a proposed amendment designed to bar Presi dent Eisenhower from sending American troops to Indochina with out congressional approval. A Senate investigation of scan dals in the Federal Housing Ad ministration also had its moments in the spotlight but the McCarthy- Army hearings were not seriously rivaled for top spot on the probe front. MCCARTHY-ARMY The con tinuing Senate Investigations sub committee probe of the McCarthy- Army row produced three major developments: 1. Secretary of the Army Robert T. Stevens testified he wanted, a subcommittee investigation of al leged subversives at Ft Monmouth N. J. turned over t© the Army. The subcommittee probe “did a lot of barm," be said, because of the “publicity tactics” of Chairman Joseph R. McCarthy (R-WSs). Mc- Carthy has stepped down from the group for the duration of the cur rent inquiry. Stevens and other top Army of ficials have charged that McCar thy and his aides used “improper means” to seek special treatment for Pvt G. David Schine, subcom mittee consultant before be was drafted. The McCarthy camp has counter-charged that the Army held Schine “hostage” in an effort to stop the subcommittee investi gation of what McCarthy has called Army “coddling” of Com munists. Stevens denied trying to stop the congressional probe but said he believed McCarthy’s methods ham pered its effectiveness and made it desirable for the Army to take over the investigation and make Dulles Meets With Molotov On Key Atomic Proposals By MAX HARKELSON GENEVA (JV—U. S. Secretary of State Dulles scheduled another private meeting today with Soviet Foreign Minister V. M. Molotov to discuss President Eisenhower’s world atomic energy proposals. Hds will be the second meeting the two major East-West diplomats win have held since the Geneva Conference opened last Monday. Molotov indicated earlier this week in his request for today’s meeting that be was ready to deliver a reply to the super-secret “con crete” proposals made by the United States March 19. These talks between the Ameri cans and Russians have been go ing on behind the tightest cloak of secrecy since Eisenhower pro posed an international pool of atomic energy raw materials and know-how for peaceful uses in his address to the U. N. General As sembly last Dec. 8. The Army charged that a photograph of Stevens and Schine, produced in evidence, had been “doctored” to eliminate an Air Force colonel who appeared on the original print. McCarthy aide James Juliana yesterday took full responsibility for the cut-down pho to. He said he understood the sub committee’s special counsel, Ray H. Jenkins, wanted a picture of Schine and Stevens. He said he took this to mean the third man was not needed in the picture. The picture became hotly con troversial because Stevens was confronted with it after testifying he couldn’t recall ever asking that he and Schine be photographed alone. 3. Stevens stated under cross-ex amination that he once considered removing the Ft. Monmouth com mander, Maj. Gen. Kirke B. Law ton, but tint had an aide seek McCarthy’s reaction. McCarthy ex pressed displeasure, he said. More about this is certain to be heard in the hearing sessions ahead. HOUSING—The Senate’s “other" investigation the probe of FHA irregularities by the Banking Com mittee was halted temporarily while the committee prepared to study testimony in an effort to patch up loopholes in the admin istration’s housing program, now pending in Congress, Chairman Homer Capehart (R- Ind) says the group later will un dertake a full-scale inquiry into abuses allegedly prevalent in the administration of FHA insured loans for apartment construction and home repair and remodeling. FARM The Senate Tuesday approved 69-17, and sent to the House a special wool subsidy bill. Earlier, it turned back 48-40, a proposed rider to extend for one year high supports on basic crops. This was hailed by Senate leaders as an administration victory. DEFENSE The year’* biggest money bill 528,684,250,486 for defense in the year starting July 1 woo House approval 377-0 Thurs day. Beaten down 214-37 was a proposal by Rep. Frederic Coudert (RJiY) to baa use of American military forces abroad without the approval of congress. the currently bogged-down discus sions on Korea and the projected talks on Indochina bore at Geneva. Dulles has a full weekend schedule before be leaves Monday to return to Washington. This in dudes a meeting with Undersecre tary of State Walter Bedell Smith, who is arriving today to head the U. S. mission at Geneva after Dulles departs. On bis way to Washington, Dulles first will stap off in Milan, Italy, to confer briefly with Prime Min ister Mario Scdba on mutual U. S.- Italian problems. Although the formal meetings on Far Eastern questions here at Geneva have been recessed during the weekend, there was the usual amount of behind-the-scenes diplo matic activity. Among other meetings scheduled was a conference of the 16 nations which fought in Korea under the United Nations banner. This group is working out its strategy for the remainder of the Korean dis cussions here. The Allied group has appointed a subcommittee to draft a resolu tion outlining plans for free elec tions in Korea designed to unify the war-torn peninsula. Members of the subcommittee are the United States, Britain, France, South Ko rea, Thailand, Australia, Colombia, the Philippines and Turkey. There still was no definite in dication when the talks will get started on the 7-year-old war in Indochina between the French Union and the Com munis tried Viet minh. If the delegates agree the Ko rean and Indochinese talks can go on simultaneously the Indochina question could begin next week. A major obstacle in the make up of the conference was removed when the Viet Nam chief of state, ex-Emperor Bao Dai, agreed his representatives would sit in a meeting with the Vietminh. It had been feared he might or de- a boycott of the conference if the rebel representatives were in vited. Draft Call WASHINGTON (A-The Navy is sued its first draft call for phys icians yesterday, asking for 480 doctors during June and July. Previously only the Army and Air Force bad issued doctor draft cake.
