The veteran Prime Minister, 80 on Nov. 30, spoke anew of his long time distrust of the Soviets at a birthday rally last night He told the crowd: "Even before the war ended, and while Germans were surrend ering by hundreds of thousands, I telegraphed Lord Montgomery directing him to be careful in col lecting German arms and to stack them so that they could easily be issued again to the German sol diers with whom we should have to work if the Soviet advance into Western Europe continued.” Stalin, he declared, was "car ried away by the triumphs of vic tory and acting as if he thought he could secure for Russia and communism the domination of the world.” Churchill said he believes he was "the first well-known person pub licly to state the fact that we have u> have Germany on our side against Russian Communist ag gression.” The London-Parls agreements to rearm West Germany, he contin ued, resulted from a "vast rever sal of British, American and of European opinion...brought about only by the policy of Soviet Ruseia itself and above all by Stalin,the dictator.” . . The announcement, published by the East German government news agency, ADN, heightened •peculation that the Soviets are going ahead with plans to hold the meeting to Moscow next week, even though only Soviet satellites have agreed to attend. Previously Soviet quarters in East Berlin said the conference plan would be dropped altogether if only the Soviet bloe nations ac cepted. British officials in London, how ever, had predicted that tha Krem lin would assemble its allies In Moscow anyway to conclude a for mal military organisation as a counter to the West's North Atlan tic Treaty Organisation. The Sovi et bloc is bound by mutual assis tance treaties and trade accords but, so far as is known, has no formal interlocking military alli ance under a stogie command. The Soviet government on Nov. IS proposed that an all-European conference to set up a system of collective security be held Nov. 29 to Moscow or Paris. In addition to the European nations on both aides of the Iron Curtain, the Unit ed States was invited to participate and Communist China was asked to send an observer. Western leaden dismissed the proposal as another move to block West German rearmament.
