Thirteenth-All persons *ho have voluntarily participated in said rebel lion, and the estimated value of wh'ose taxable property is over $20,000. Fourteenth--All persons who have taken the oath pf amnesty, as pre scribed in the President's proclama tion of Dec. Sth, A. D. 1863, or an oath of allegiance to the Government of the United States, since the date of said proclamation, and who have thenceforward kept and maintained the same inviolate : Provided, That special application may be made to the President for pardon by any person belonging, to the excepted classes, and suc7h clm ency will be liberally extended as may be consistent with the facts of the case, and the peace and dignity of the United States. The Secretary of State will estab lish rules or regulations for adminis tering and recording the said amnes ty oath, so as to insure its benefit to the people, and gaurd the government against fraud. I Si.:-A copy of the President':s amnesty proclamation of this date is h!er:ewith appended. By a clause in the instrument the Secretary of State is directed to establish rules andreg ulations for administering and record ing the amnesty oath so as to insure its benefits to the people, and guard the government against fraud. Pur suant to this injunction, you are in _formed that the oath prescribed in the proclanmation may be taken anti subscribed before any commissioned oifficer, civil, military, or naval, in the service of the IUnited States, or any civil or military officer of a State or Territory, who, by the laws there of, may be qualified for administering the ,ath. All officers who receive such oath are hereby authorized to give certified copies thereof to per sons respectively by whom they were made, and such officers are here by required to transmit originals of such oaths-at as early a day as may be convenient, to this Department, {where thley will be deposited, and re i main in thie archives of the Govern mneut.
