The troops of thi comnlnlity stroll promiscuously through our vicinity, if not with the arms and equipments of the service, with their side arims, equally serviceable and effective,. which they shoot at will fin our streets during the day, and make, thae night hideous with their shots, defy iug the limited civil power of tile land. If I am not mistaken, by the U. S. army regulations, infantry soldiers are prohibited from wearing side arms; also, from leaving camp with out passes or sleeping out of quarters except upon special and urgent occa sions, and then such pass is required to be approved by the company conm mander and the commander of tie regiment. Our city is alive every night with the soldiery, some going out to see their wives and others to visit their sweethearts.
