A Fever Tree at Citv Hall.— Several weeke ago Administrator J. O. Landry accidentally dropped several seed of the eucalyptus tree on the cornice outside the window ot his office, and now there is a tree nearly three feet high growing in a crevice, iinditig sufficient nutiiment in the dust wLicL has settled there. •City Taxes Collected —Administrator Piishurv's books show that yesterday taxes amounting to $10,771 GO were collected; licenses $0100; making a total of $16,Hill 60. The Lost is Found.— Young Paupart, who disappeared last Friday, has returned to his home. He sa?s that he visited the brig Oscar, and whi.e on board the vessel was toweu out into the stream, which ne was not aware of until too late. On arriv ing at the Passes be was placed on a tu; and returned. That is his version. Illegal Lottery Tickets.— Detective J. Dumas yesterday captured Louis Moths lor peddling unlicensed lottery tickets. By papers found on his person he must be deeply interested in tbe business. He will not escape without paying a fine. A Mean Burglar.— During Tuesday night a burglar entered the shoe shop of Frederick Harr, corner of Julia and Frank lin streets, and stole all the stock. George Dennison was arrested in Carrollton for peddling shoes, which were recognized as Harr's property. A Bad Horse.— Last evening Mr. John Clark, the foundryinan, was riding in his buggy on Annunciation street, when his norse became unmanageable, running into a street car, throwing Mr. Clark to the ground with such violence as to nearly kill him. He was cared for by his friends and sent to his home. I The Result op a Shipwreck.— Two or three weeks ago the iittle schooner Anna was wrecked in Lake Pontehartrain and all cn board were drowued. The body of the master, Miles Lee. was found a few days ago and towed to the shore, and the coro ner notified. As no coroner responded, somebody kindly buried the body. Later the body of one" of the sailors was recov ered, biit still no coroner held an inquest, and the corpse festered in the sun until it was unendurable. The family of Captain Lee, residing on Deiord street, was aware ot the circumstance, and have been greatly grieved over it. Last nigbt his little son was at police headquarters, and made a statement of the case, and if somebody has not been derelict there is a terrible mistake. No. 20, AIM ACT To amend an act entitled an act to carry into effect tho purposes of the donat ion by the United States of public lands for the benefit of the agricultural and me chanical arts, and to establish an Agri cultural and Mechanical College in the State of Louisiana, and legalize donations to such institutions, and making an ap propriation for maintaining and eontinu ing the same. Suction 1 . Be it enacted by the Senate and House of Representatives of the State of Louisiana iu Genera! Assembly con vened. That, section three of tbe above act, which reads: "That said college shall be under the control and supervision of thirteen per sons, to % lie known as the board of control of the Louisiana State Agricultural and Mechanical College, of which body the Governor of the State, the Lieutenant Governor, the Chief Justice of the State and the Superintendent of Public Educa tion shall be ex-officio members, and the remaining nine members shall be appointed by the Governor, by and with the advice and consent of the Senate, three of whom shall serve for one year, three for two years, and three for three years; and as vacancies occur at the end of one and two rears, and annually thereafter, they shall lie filled by appointments, to continue for the term of three years, which is hereby constituted the regular term of office for the members oi said hoard of control, five members bhall constitute a quorum for business." Be and the same is hereby amended so as to read as follows: "That said college shall be under the con trol and supervision of thirteen citizens, who are hereby made and constituted a body politic and corporate in law-, having a common and corporate seal and possessed of all rights incident to corporate existence; said body shall be known as the board ol control of the Louisiana Agricultural and Mechanical College, of which the Governor, the Lieutenant Governor, the Chief Justice and the Superintendent of Public Educa tion shall be ex-officio members, and tbe remaining nine members snail he appointed by the Governor, by and with the advice and consent of the Senate, three of whom will serve for one year, three for two years and three for three year?, as vacancies occur at the end of one and two years from the first appointment, and annually there after, they shall he filled in the same manner by appointments, to continue lor three years, which ia hereby constituted the regular term of office of the members of said board. The said funds or proceeds now or hereafter realized ehall be appropriated to the payment of tuition and necessary expenses of the Agri cultural and Mechanical College, provided no part of the same shall fie available or payable l'or purposes forbidden or not au thorized m tho acts of Congress conveying the grant or supplementary or amendatory thereof." Be anu the same is hereby amended so as to read as follows: That the commissioners hitherto in charge of the 'and scrip and proceeds of the same appropriated to tbe Sta;e of Louisiana under the act or acts ol Congress aforesaid shall turn such scrip or proceeds over to the board of control of tbe Agricultural and Mechanical College, which is hereby author ized and directed to transfer the same from its present place of deposit to the custody of the S:ate Treasurer, and the State Treasurer shall detach from 'he bonds which represent the proceeds ot the laDd scrip all past due coupons and ali coupons which shall mature subsequent to the passage of this act as they shall fall due. and he shall hold all such coupons subject to the order ot the board of control of tho Agricultural and Mechanical College, and no part of the fund arising from the proceeds of the land scrip aforesaid shall ho used for purposes not authorized m tho acts of Congress convey ing tbe gran* cr supplementary or amenda tory thereof." Sec. 3. Beit further enacted, etc.. That section six of en:d act be amended so as to read as follows: "That in accordance with a provision of section live of an aet of Congress, approved July 2,1862, donating the land scrip a sum not exceeding ten per centum of the amount received from the United States may lie expended by the board of control for the purchase of a si'e lor an experimental farm; and the sum of ten thousand dollars is hereby appropriated out of the general fund in the State treasury from moneys not other wise appropriated to lie pUced io the credit of the liuard of control, to be used for the purchase of a site, or for the erection or repairs of necessary buildings in one of the country parishes, embracing sufficient land for the successful conducting of an agri cultural and meeoauieal college, ample enough in mb arrangements to meet the wants ot the State. For the remainder necesaarv to such purchase and erection the board of control may contract a debt, se cured by mortgage, of all the prop erty purchased and building erected, en forceable in not less than three years, and hearing interest at a rate not exceeding eight per centum per annum, but said mort gage shall uever exceed the amount stipu lated in the contract for the purchase of lands and buildings, it being the intention of this act that the State shall continue its appropriations in favor of the institution until they reach in the aggregate the sum of fifty thousand dollars.'' Sec. 4._ lie it further enacted, eto., That section eight of said act be amended so as to read as follows: "That to entitle pupils to admission into said college they shall be residents in the State, ef the age ol at least fourteen yean, and be found competent in the branches of good English education, to enter upon the studies prescribed, provided there shall be no distinction ot race or color in the admis sion, management or discipline of the insti tution, and provided, further, that the board of control may make regulations and re strictions as to the number of pupils ad mitted whenever the same may be neces sary to secure to any and all the parishes of the State a proportion of the pupils privi leged to attend the college. Sec. 5. Be it further enacted, etc., That section nine of said act is hereby repealed. Sec. C._ Be it further enacted,* etc.. That this act shall go into effect from and after its passage, and all laws or provisions of law in conflict therewith are hereby repealed so far as conflicting with this act. Tnat hereafter it shall not be lawful for the lessees of the State Penitentiary to employ the con victs o' said Penitentiary on ariv public or contract work outside the walls of the State Penitentiary; but that hereafter all con victs shal! ne Uetained and kept at hard labor, if so sentenced within the walls ot the State Penitentiary. Sec. 2. Be it further enacted, etc.. That hereafter it shaii be deemed a misdemeanor for any person or persons who shall take convicts without the walls of the State Penitentiary for the purpose ot performing any labor of any kind whatsoever, and on conviction thereof said person or persons shall be lined id a sum not exceeding une thousand dollars, and imprisoned not ex ceeding two years; and the lessee or lessees permitting the same to be done shall ipso facto forfeit their lease, and pay a fine of not less than five thousand dollars.
