H. Silber and M. H. Chesbrough were elected as a committee to appear before the city council last evening to request that all taxi lines in the city be required to show a paid liability policy before operating in the city. They were told that the matter had already come be fore the council and the ordinance lacked but one more reading before it becomes a law. Instead of the liabil - ity policy, however, the taxi company’s must carry a bond, such as is required in the cities. J. C. Marlow spoke on the matter of enforcing more strictly the laws concerning stealing of automobiles and accessories. He told of the instance where a young man was caught in the act of attempting to make away with a car parked on South Broad street some time ago. The young man was taken to the police station and on ac count of his youth and inexperience he was paroled to his father in lowa. Ac cording to state laws covering such a felony, the young man should have re ceived a sentence not to exceed ten years in the state penitentiary, or pay a fine not to exceed 11,000. Some dis cussion came up on the matter, and all present agreed that a severe sen tence should be put on these thieves, Mr.’ Searing stated that the person whom this or any felony affected should prosecute the culprit most se verely. It is up to those who are af fected by such a felony to carry the law out to the last letter, for no one will fight your battles for you. The Auto club stands back of anyone who prosecutes such a felony. Dr. C. C. Pratt moved that the sec _ retary procure from other cities, or dinances covering the law concerning tne Cutting of street corners, and crossing the street in the middle of the block by pedestrians. This was pass ed. J. B. Richards suggested that the to the state meeting bring up the matter of having all au tomobile owners take out a liability and property damage insurance policy. The need of this fgr the protection of everyone was stressed and the sugges • tlon was accepted. Report of Road Work C. J. Swift, assistant highway en gineer, upon the invitation of Presi dent Charles Taylor, gave a report of What is being done on the various roads in the city. He said thai the Lake Washington road will be graded and graveled in the spring, also the Sterling Center road to Mapleton. Also the Madison Lake road north to Marys burg. The road south of the track to Minneopa will be followed and will be graded and graveled to Garden City. Then from the Shelby crossing the im provement will connect up with the 3aifibria road. The road from the Bus sey corners has been graded to Janes rille and will be graveled in the spring. The Good Thunder road from the top if Strand ravine hill is now being graded. From Pemberton to Alma City \ ind from Pemberton to the road near dapleton are also being worked on. The road improvements from Amboy o Willow Creek Is nearly finished. The our mile stretch to Lake Washington rill also be Mr. Atchison nought up the matter of the material ised on the road. He asked Mr. Swift ■uat kind of gravel is being put on. lr. Swift stated that very fine gravel » being used, nothing bigger than an inch and a quarter pebble is used in the gravel. Every thirteen hundred | feet, samrfes of material is sent to the ; state department for inspection. The meeting adjourned after a most successful session, and good reports that were turned in by officers of the club. Report of Secretary Searing [The following is the report submit ted by the retiring secretary, E. F. Searing: To the Officer* and Member* of Mankato Automobile Club: Gentlemen: i " e are again met to review * year'* and work and to plan lor the luture. 1 shall only briefly refer to the accomplishments of 1221, offer«a ,ew suggestions, and leave i it to you to do planning for 1222. I In accordance with the action of the last annual meeting of the club, the board of governors invested me with authority to take full charge of the sign i bated work, and no place where t thought I there ought to be a sign was left, without ;one. 1 selected the Lyle signs—a Mlnne ; spoils product—a* the most substantial, i bullet-proof, neatest appearing and easi est to repaint, and all new signs itought .were Cf this make. Instead of getting : the post* which regularly go with these signs. I secured from a local firm 3-inch iron pipes, costing much leas and permit ting of tne sign being attached more sol'dly. The ends of the post were flattened and set in concrete and the ■<job is as near everlasting as any York of that nature can be made. Man kato has always been a notoriously hard city for strangers to find their way out of on the roads they wanted to take. . but there is now no reason why tourists ‘cannot find his*way' about by consulting I signs located at the points where he I would otherwise be perplexed. Not only j hax e the city streets been thoroughly 'supplied with signs, but ad of the main highways leading into the 'ity have been signboarded for a distant e of 1& to 20 Inules so that every corier and main cross road has one of our, ugns. Nearly all ol our old sig is were brought in, and all that were no', too badly snot ' up were re pal A d and repainted, with cor- I rec ted mileage to the Saulpaugh corner, and put up again. Also, many Lyle signs ' that had been previously put up by this club or by others’were repainted, the posts straightened, where heeded, brush and limbs cut away, etc. Some signs were moved, and some were taken - from the telephone poles and put up on our own ' posts. Moie danger signs were put up, and old ones retouched. All in till, the sign board work was very extensive, and the club has received numerous compliments from tourists on the excelie ,ice of its system of signs. I doubt If any city In the country is bet ter supplied with signs, now, than Man kato. The club should see to it that the signs are kept legibly painted, for Ahe paint had entirely disappeared frogy-dbase ■of the outlying signs thata.w£.<epainted. The Tourist C*np. I The long felt need for a (tourists' camp site was supplied last sijnmer, at ,the request of this dub and »he Civic and Commerce Assovi..Jon. by the city coun cil setting aside Highland \park for this purpose. This turned out to be a very suitable selection, lor it was the almost ■universal testimony of the numerous tourists who patronized it that th tion was ideal. This year a few more conveniences should be added, including several stone fireplaces,' sueh as most . exites contain. Councilman Laack, whp has charge -of city parks, has takrfi a keen interest in the campsita and Me informs me that he will be glad to pro-* vide such added conveniences as art needed. Free campsites are now a well established feature provided by cities and villages the country over in their efforts to attract and hold the automobile tour ist traffic, and pities which vision the future are vieing with each bther in af fording the most comforts on their grounds. The Civic and Commerce As sociation joined with our olub In erecting signboards at all city entrances, welcom ing tourists to the free campsite and pointing the way to ft. | Inasmuch as the state has taken over tlvi Improvement and care of the leading highways into Mankato, there have not been as many calls of late for help on the roads as formerly, but our club re sponded to every can that was made and spent several hundred dollars in this line of work. There are minor roads and » crossroads} that will need help from time to timeTJespecieSly in seasons of rain storms. ( The board of governors had a special ly designed windshield emblem made, and purchased enough to last several years. It is neat, in appearance, and the name of the city Stands out prominently, 1 and as the cars of our members traverse the various states of the Union, the em blems cannot but make our club and city known far and wide. In fact, we have the reputation with the automobile clubs of the principal cities as being" a thor oughly five-wire club. We joined with the Civic and Com merce Association in having another edi tion of some of the route maps printed, bringing the road markings up to date. Another edition of some others of these maps should be printed the coming spring. The maps are not only a great assistance to tourists —and as such eager ly prized—but are a splendid advertise ment of the city. Our club, as hereto fore. was helpful in routing tourists; and the United States weather bureau contin ued to supply us with daily reports of road condition*. < Our membership the past year was 315, which was slightly less than the previous year, due to several causes—the business depression, the new automobile tax, and possibly lack of a membership committee. These causes can be largely overcome this year, and the membership pushed up again. Last winter found our club co-operat ing with the other automobile clubs of the state in securing the passage of the highway bill and other legislation. I Club has Responded | Our club responded the past year on several occasions when it was called upon to furnish cars for this or that purpose, and our committee on entertainment de serves credit for cheerfully attending to all these calls, and no less deserving of credit are those who tendered the use of their cars. In concluding my sixth and final year as secretary of this club. I wish to ac . knowledge the free hand which the board lof governors has always given me. its ! uniform courtesy, and to thank it and the membership in general for the fine spirit of co-operation shown. I only regret that circumstances will prevent my longer re maining in the service of the club my work hereafter being fully taken up with I other work.
