Saunvinet, Civil Sheriff of the parish I of Orleans, has entered suit in the Eighth District Court, claiming damages of the i proprietors of the "Bank" drinking smloon No. 6 Royal street, in the amount of $10, i 000 and a forfeiture of license, on the ground that they refused to furnish him with refreshments because he in a colored person, and ordered him for the same redson to leave their eatabliehmeat. Petitioner avers that under the consti tution and laws of the State he had the right with others, irrespective of class or crolor, of access to said establishment, and to be supplied with such refr~eamepte ap hemight l for. The State debt has been reduced to $4, 80,937, and there is in the treasury $, 082,104 for the discharge of outstamnding obligations, leaving less than two mifliom d of dollars to be provided for. I still continued to cherish an anxious hope that the interest would be paid but I have hoped in vain, and the interest due on the endorsed bonds of the Alabam & Chattanooga Railroad, asl well as that due on the two million bonds of the State loaned that Company, stand to-day under protest in the financial world. I From information not at all definite, in its character, I surmise that the en. - dorsed bonds of this company amount to between four and five millions-which at dded to the two million of State bonds, make an aggregate liability of the Senate for at least six millions of dollars, and upwards. The interest on the endorsed bonds is payable by the State in curren-1 cy, the interest on the two million bonds in gold. Five hundred thousand dollars r must therefore be annually provided for by the State to pay this interest, if she recognizes the validity of the debt and assumes its paymnent This is the State's liability for one Railroad company alone, S Unexpectcdly this embarrassment haq befallen the State. Without expectation or warning she is called upon to res pond to this heavy indebtedness, and she is iot prepttrdd to meet it.
