The Journal of the preceding session was approved. Reconsideration. The clerk notified the chair that Aid. Gutman and Lynch hod Hied notice* that they would move to reconsider the vote by which the majority report of the Committee on Charter and City legislation was adopted at the last session. Aid. Gutman then moved to recon sider the vote by which tha above specified matter was adopted Aid. Garvey, Harpfer, Keating. Keusch, Lodge. Owen— 8. By Aid. Uttlefleld: Moved to refer the whole matter back to the committee, which w*c lost by vlve voce vote. Consent being granted Aid. Vernor of fered the following: By Aid. Vernor: Resolved. That this body (the Com mon Council), by a two-thirds vote of Its members elect hereby declare for a general revision of the charter of the City of Detroit. Be It further resolved that the question of having a general re vision of said charter be submitted to the| electors of said city for adoption or re jection at a special election to be held In said city on the 13th <Jav of June. A. D. 1912. Be It further resolved that this body (the Common Council) by a two third* vote of Its members elect hereby provide that a charter commission be se lected at the same special election at which the proposition to revise said char ter of said city is submitti-d. Be it fur ther resolved that a primary election pre ceding said special election shall be hold on the 30th day of June. A. D.. 1912. at which primary election candidates for said charter commission shall be nomi nated and selected by the respective po litical parties, or otherwise, as provided by law. Be It further resolved that the Board of Registration of said city shall meet on the fth day of June, A. D.. 1912, and be and remain In session on said day as provided by 1«W. Bo It further re solved that the place of the meeting of said charter commission when selected as provided by law, shall be at (he Common Council chamber In the City Hall of said dty. Be tt further re solved that the compensation of each of the members of saM commission be. and the same Is hereby flxi-d at five dollars per day for a period not to exceed ninety days of actual attendance. Be It fur ther resolved that the sum of thirty seven thousand five hundred ($37.500) dollars be. and the same Is hereby ap propriated out of the liquor llcerne money belonging to said city for the defraying of the expense* of said primary election, said meeting of said Board of Registration and the holding of said special election, and further Resolved. That the City Clerk be. and he Is hereby authorized and Instructed to submit a supplemental estimate of $9,440.00, covering the salaries of 21 Commissioners at S4SO i-ach. being 90 days at $5.00 per day. Aid. Vernor moved that the majority ry»ort as reconsidered and the resolution offered by himself be laid on the table 1 for one week. Aid. Littlefield then appealed from the decision of the chair. The chair was sustained. Aid. Gllnnan moved that the reso lution of Aid. Vernor’* be adopted. Aid. Field moved that th* whole matter be referred back to the Com mittee and report back In one week, which was lost. Aid. Schultx moved to suspend Rule 3s. Th* chair declared this motion out of order. This recommendation Is also made for the protection of the de partment itself against the charge of negligence In the future, since the de partment l* not and cannot be provided with a sufficient number of Inspectors to properly supervise the work of lay ing sidewalks by private contractor*. The gas deliv ered on the east side averaged In Illu minating value 19.68 candles against 18.62 on the west side. The heat unit* of the two averaged 638 B. T. L’a pet cubic foot of gas. No ammonia or hy drogen sulphide was found and the to tal sulphur per 100 cubic feet was 14i.2fi grains The raa pressure, excepting a few fluctuations of short duration, was within the limits prescribed by ordi nance.
