DELEGATES INSTRUCTED FOR WILSON HALF OFTOTAI NAMED IN STATE TNUS EAR 'Jersey Man Huh Many Friends In Uninstructed List and Seems Sure Winner NO “RUMP” CONVENTIONS i Believed There Will Not Be Single Contest For State Gathering To Decide The Democratic presidential score >in Michigan was tied as the result of Wednesday's conventions In Wayne and Hillsdale counties. With almost half the 1,324 delegates already elect ed. 31G have been instructed for Woodrow Wilson, und the same num ber elected without instructions to the Democratic state convention to be held In Bay City, May 15. But the Wllsou men claim the ad vantage up-to-date by reason of re ports they have received that there . are many Wilson votes among the un instructed delegates from other coun ties than Wayne. They point to the fact that while the Livingstone coun •ty convention did not Instruct its delegates, it indorsed Wilson's candi dacy. And In Manistee county, where the convention did not instruct, tftacy C. Thompson, a Wilson leader, ' was indorsed for delegate-as-large. The counties that have instructed for Wilson are: Alpena, 5 delegates; Emmett, 6; Hillsdale, 16; Ingham, 46; lonia, 26; Kent, 68; Lenawee, 33; Macomb. 2S; Oakland, 37; Sanilac, 10, and Washtenaw, 41. The uninstructed delegations are from Huron, 10 dele gates; Genesee. 21; LivingHton, 23; Manistee, 111; Monroe, 29, and Wayne. 214. The local Wilson leaders are in clined to think that more Wilson men were Included in the Wayne county delegation to Bay City than was gen erally realized when the list was read in Wednesday’s county conven tion. “I should judge that possibly one third of the delegates to the Bay City convention are Wilson men,” said T. .1. Anketell, Thursday. “I am con vinced that more than half of them are Wilson men at heart. l’p-to-date the C'lark-irartnon combination has hot received a single Instructed dele gation from any county in the state.” S. W. Beakes, state secretary of the Woodrow Wilson Democratic league, •has called attention to the fact that the campaign thu-. far has produced no “rump" conventions, lie predicted That for the first time in years the Democratic state convention would .have no contests to decide. “It will be a case of harmony with the said Mr. Beakes. laughing, re ferring to the candidacy of Gov. Har mon of Ohio. He added that some people would be disappointed, in not getting rid of the "y.” Mr. Beakes said that but for the appeals of National Committeeman E. O. Wood, of Flint, and State Chair man Shields, every’ county that has held conventions up-to-date, with the exception of Wayne, would have in structed tor Wilson. STEIN NUN HELD PRISONER IN RETREAT, IS CHARGE Alleging that Martha Mueller la re strained in St. Joseph's retreat against her will, the Rev. Adam M. Stock, a Lutheran minister, residing at No. 22 Thompson court, and Hein rich Rehn, petitioned the circuit court, Wednesday, for a writ of habeas corpus, and it waa Issued by Judge Mandell. The writ is made re turnable on April 20, and is directed against Sister Borgia, the mother superior. Miss Mueller, who Is 30 years of age, is known as Sister M. Berths. Pastor Stock says she wrote to him on March 19, 1912, that she wished t# leave the place, and was being held a prisoner. The petitioners are rep resented by Attorney William E. Henze. It Is admitted in the petition for the writ that Miss Mueller took certain vows, but she is now anxious to leave the institution. Inspect Wayne's Roads. A party of county officials from Sebewalng, Mich., spent Thursday in specting the Improved roads in Wayne county. It Is hereby made the duty of the occupants of svsry dwelling house or other building In the City of Detroit to provide a sanitary receptacle of brick, cement ftr galvanised Iron with water-tight covers, in which such occupant shall cause to he placAl or depos ited all offal, garbage, animal and vegetable matter of the premises, such receptacla of a kind to be ap proved by the Board of Health. Such occupant shall k»-ep such re ceptacle at a place on the premi ses most access'ble for the collec tion of such garbage. Such gar bage, offal, animal and vegetable matter must be thoroughly drained before being deposited In such re ceptacle and It shull be unlawful to put any but refuse animal and vegetable matter aa above provided Into the i£ceptac!es used for such gurhage and offal. All garbage re ceptacles shall be scalded or dis infected at least once a week to the entire satisfaction of the Board of Health. The said receptacles must be pro vided with water-tight covers and iron doors opening into the alley so that tin contents may be readily removd; and If built o! galvanised Iron, must not be of less than five gallons capacity; and If placed by such householder or occupant con veniently on the inside of any such premises, the Department of Pub lic Works shall remove the con tents from such receptacles every third day after being so placed (herein. All vehicles of every description used for hauling or carrying meats, hay. straw, shavings, sawdust, ma nure or rubbish of any nature, or dead animals within the limits of the City of Detroit must be pro vided with canvas coverings, to cover over and hide fron view any and all of said above articles. It is also provided that the said canvas coverings must be tied down In a manner that will prevent any of the said articles being scattered in the streets, avenues, boulevards or alleys of the City of Detroit. It Is further provided that all wagons, carts, or anv other class of vehicle employed for hauling or carrying coal, dirt, sand, plaster or ashes must be provided with tight boxes, which must not be overloaded, nre ventlng all possible chances of the contents being scattered in the streets, avenues, boulevards and al leys of the City of Detroit. All garbage wagons or vehicles must be provided with iron boxes, and Iron or canvas covers for same, which must close down tight and be fastened down in such a man ner that the contents will not be exposed to view. No person other than such occu pant and the authorized collector of garbage shall Interfere with the use of such receptacle ror disturb the contents thereof and no person shall use the garbage receptacle of another. For the use of hotels and res taurants where an extraordinary amount of garbage must be taken cure of. the Board of Health shall have the power to direct the use of sunltury receptaclea. Sec. 6. Any person failing or neglecting to comply with the re quirements of tills ordinance or vio lating any of the provisions there of. or any person or persons found guilty of stealing, damaging, muti lating or In any way interfering with g*»i ouge or rubbish recepta cles whether in public alleys or upon private property, shall be sub ject to prosecution in the Record er's Court and upon conviction shull be subject to nunlshineiit by fine not exceeding s2s or by Imprisonment in tiie Detroit House of Correction for a period not exceeding ten (10) days.
