Jacketed kettle, gen erator or reservoir, and the pipes and extension thereof, and ths apparatus connected therewith. In any manufacturing house, Ice . making house, cooling plant, re frigerator. packing house, cold storage house, chill room, freeser, or any othar factory or place whatsoever wherein the piping, ■ machinery and apparatus Is un der pressure, having been used for five years or mor*-, and Its condition hoing such that In the opinion of the Chief Inspector and his assistants ths seme should he drilled. In order that the exact thickness and condition may he ascertained, and con cerning which the aald Inspector or Inspectors shall report the same to the Chief Inspector and ssid Inspector shall forthwith serve, or cause to be served, the owner, agent, lessee or occupant, or person In possession or con trol thereof with a written notice to show cause to said chief In spector. within five days, why such boiler, tank, Jacketed ket tle, generator or reservoir, and ths pipes and extensions and ap paratus connected therewith should not be drilled If. after the said owner, agent, lessee or occupant has been heard at the end of live days, or upon his failure to appear within five days and show cause why such work hereinabove contemplated should not be done, the Chief Inspec tor deems It necessary that said holler, tank. The fees for the inspection of cooling plants shall he as follows: Class A—lncluding compressors or generators of over BO tons ca pacity, lb.ur each. Class B-—lncluding compressors or generator* of less than BO tons capacity. $6 00 each. All lees provided for In this oidlnance shall be paid to the City Treasurer. Section 7. (Refrigerating Plante—Construction.) Each re frigerating plant ahall be equip ped with an emergency pipe or pipes by which, In esse of acci dent the gas under pressure can he discharged by a valve which can he opened Inside and outside the refrigerating plant into water, or brought Into contact with sufficient water to absorb and earry off all gaaes so dis charged. At the diecretlon of the Chief Inspector the emergency pipe or pipes may conduct the gases to a point at least 10 feet above the roofs of adjacent build ings Into the open air. Em ployers shall he responsible for the proper drill of all employes In such emergency duties. Hectlon 15. (Supervision.)—No refrigerating machines of over three ton refrigerating capacity shall he operated unless under the ihargc of a person holding a certificate of tit nos# from the Chief In.ptdnr. Hectlon Ifi. (Exemptions.) Surplus storage. Refrigerating plants ma* store a surplus stock of the ret rig'rating < hemleala sufficient to recharge the system. Huch charge must r»e stored In a cool place. No cylinders may he stored In a boiler room. Section 17 •( Refrlgei ating ma chines of less than three tons ca pacity.)—The Chief Inspector may exempt from the provisions of this article refrigerating ma chines of less than three ton re frigerating capacity, provided a certificate of approval has been Issued for such machine. Section 18— When an inspec tion of any plant covered by this ordinance na* been made and the operator, owner*, lessee or agent ot such plant has complied with the provisions of the ordinance, the Chief Inspector shall Issue n certiorate of inspection certifying under what conditions said plant may bn operated under the au thority of the City of Detroit.
