Measured Service
DETROIT TELEPHONE OPERATORS answer one
million calls per day. Chicago has five times as many
telephones as Detroit but only twice as many calls per
clay. There are several hundred thousand calls a day
in Detroit that would not be made if they cost anything
—and getting rid of them would take the burden off
the exchange and improve the service. The Telephone
Commission, dealing with a similar situation in the
Chicago telephone service, several years ago, said:

“To bring about a poor! and cheap telephone
service it is necessary to reduce these un
availing calls to the lowest possible number
and especially to reduce the frequency with
which called-for lines are found to lie busy.
It is obvious from our examination that the
Chicago telephone service is burdened by an
expensive and undesirable parasite of useless
telephone calls which must be removed be
fore the service can be made the most satis
factory and the price of the service can be
reduced to a minimum.”
The remedy lies in the adoption of “measured
rates,” where the subscril>er pays for each
call. The useless, worthless calls are elimin
ated and the service greatly improved.
