Western people need not expect to get their river and harbor bill through Con gress this session, meagre as its appro priations are. Those best informed fee! well assured that it will be killed by the tactics of King, Clemens, Butler and oth er allies of Pierce. The following is from a late number of the Cleveland Ilerald. Gen. Dodge’s prediction, we think, will not prove true : The River and llarrok Bill. — We announced on Saturday the passage of this bill in the Ilou-e, yeas 103, nays 75. The nays were mainly "Democrats, South ern and Eastern. Disney and Olds, of Ohio, voted against the bill. The bill was sent to the Senate, where an effort to se cure its immediate consideration was de feated by parliamentary tactics. Mr. Davis moved that it be read a second time with a view to its reference, but Messrs. But ler and Clemens objected, so the bill lies over. Mr. Dodge said “one River and Harbor bill was lost by tactics. This one would not be. The friends of the bill come now prepared for any struggle of nerve of that sort which might be com menced.” There is considerable dispo sition in the Senate to modify and amend the bill, and it is quite probable its ene mies will manage to kill it by amendments or delay. We have private advices from some of the most coal and reliable men in Indiana, that the State will undoubtedly vote for Scott and Graham. We have thought so all along ; and are glad to have our opin ion confirmed by men who arc much more competent to judge than we. In addition to this, we have the following from a leading journal, not at all given to intem pe rate boasting: Wc notice that some of our exchanges abroad speak in glowing terms of the brightness of Scott’s prospects in this State. In this they are right. Scott's prospects in the State are glowing— more glowing than those of any other candidate who lias heretofore run; and we speak in perfect sincerity when we assert that we believe that he will get a majority in this State of at least three thousand votes. The indications of this glorious result arc every day becom ing more and more apparent. We almost daily bear of good Democrats who assert that they trill not vote for Pierce and King; and so it is in every part of the State; hut the AV liigr press do not think it necessary to herald abroad every conversion to our glorious ticket. Accounts from Missouri which we re- ceived by Monday’s mail, state that Ben ton is elected to Congress in the St. Louis district. This is no regular “ Democrat ic ” triumph. In other districts, Oliver, (W big) and Phelps (Dem.) arc reported elcctel. The returns received arc very meagre. The following touching incident is nar rated hy tlie Bulla’o Commercial as having occurred on the second day of the Nia gara celebration. It shows the feelings of the old veterans who fought for our liberties under Harrison and Scott, when such ingrates and slanderers as the editor of the Democrat were ‘unuling and puking in their nurses’ arms,” or were not born or thought of: “Among the most striking incidents of ycsterd.iy was the introduction, briefly mentioned in my telegraphic report, of two old soldiers who had fought under Scott and Harrison These veterans ad dressed the crowd in brief speeches, and although it is true their voices were weak and broken by age, yet their words were strong, and made a <le**p impression on all who heard them. Sergeant Thompson, the soldier who bad fought and bled at Lundy's L ine, and tvlm had been plucked from a heap of slain, hours after the bat tle had cease l. with some evidences of life remaining in him, spoke with indignation of the rumors which they told him had been spread abroad that Scott was a cruel man and a harsh ruler over his compan ions in arms. He would testily while his life and his speech was spared him, to the falsehood of such a charge. The little breath remaining in him should be spent in denouncing such a report as a base and brutal slander. ‘lam a living witness yet, thank God,’ said the brave old tnan, ‘ of the almost womanly tender ness with which that strong arm, so ter rible in fight, can smooth the pillow' of sickness and touch the writhing form of the wounded—of the gentle tones in which dial voice, so harsh and powerful upon the field of battle, car. whisper con solation to the dying, and words of hope and comfort to the suffering.’ A great sensation was produced by the appear ance of these old veterans.” The following is related by a corres pondent of the Milwaukee Sentinel, as an incident which occurred on board the Mayflower on a recent trip down Lake Erie. It shows the spirit of the cam paign : “A braggart from Michigan offered to bet 3 to 1 that Pierce would carry the State. A Mr.Carew from Detroit asked him very quietly how much he would like to bet in that way, and he replied, ‘three hundred dollars,’ to which C. re plied, ‘ I am your man,’ and immediately placed the money bel'ore him ready to be I put up, when the Loco crawfished in a very sneaking manner. Mich gan men are sanguine of carrying the State for Death from Drinking Liquor on a Wager.— We learn from Philadelphia that two young men from Moyamensing, named Win. Galagher and Anthony Mc- Call, drank off more than a pint of liquor each, for a wager, on Saturday night, and Galagher died Monday morning from the effects. From the Galen* Advertiser of Saturday Last. lowa Election—Batter News. The news from the lowa election drops in gradually, and wears a better counten ance, if the reports be true. Dubuque county gives Clark about 300 majority. Cook, Whig, leads Clark in Scott coun ty >6O votes. The Locos carry the rest ot the ticket, with the exception of the Clerk. * Clark has a majority of 40 to 50 in Mus catine. Sells, Whig, is elected Repre sentative. Alger and La Cossitt, Locos, are a tie. Fletcher, Loco, elected to the Senate. The Davenport Gazette says, that Des Moines county has elected Whig Repre sentatives. Five townships in Clinton give Clark 50 majority. Cedar is reported to liavegonefor Cook by a large majority. In Johnson county, it is rumored, Clark is beaten by upwards of 500. Linn is reported to have given Cook 150 majority. Des Moines county gives Clark 60 ma jority. It is thought that Wasson, Whig, is cho sen Representative in Jackson county. Clark's majority greatly reduced. It is also reported, that the Whig Rep resentative is chosen in Clinton. Clayton is reported to have gone against Clark. Majority for Cook in Gutten burg, in that county, 41. Alamakec gives 75 to 100 majority for Cook. If these reports arc true, there is a probability that Cook is elected to Con gress. The major.ty of Clark over Hen derson, two years ago, was over 1,000, if we remember rightly. Alamakee and Winnishiek have elected a Whig Representative. Louisa county has gone Whig by about 40 majority—one Democrat and one Wliicr elected to the Legislature—Cook was ahead of his party some 30 votes, leading Claik 75. * In Henry county two Democrats and one Whig elected to the House. Whig Senator elected. State Whig ticket 200 majority. Viele’s mojority over Ilenn, for Congress, some 130. The vote in lowa City stood, Clark 48, Cook 207. Whig- candidate for Senator in that district reported elected, and Clerk also. The Burlington Telegraph says, the election in Das M, lines county was more hotly contested than any ever before held. Election in Des Moines County.— The official returns had not been opened when our paper went to press. We can only state in general terms that the coun ty has gone Whig by 40 to 50 majority on the State ticket—that the whole Whig ticket, with the exception of County Judge, has been elected by majorities similar to the above—and that Judge Clark. Democratic candidate for Congress, has 36 majority. The following are the names of the gentlemen elected—Senator M. D. Brown ing—Representatives, Jas. tV. Grimes, Wolcott. Seymour. Justus Clark, John IV. Williams—County Judge, O. C. Wightinan, (dem.) —Prosecuting Attorney, Charles 11. Phelps—Clerk of Court, Denise Denise. — Burlington Tel egraph. Later and Better. B. F. Johnson, who left Dubuque yes terday morning, informs us that news had been received there, sufficient to warrant the belieif, that Cook’s majority would not fall short of one thousand ! There was a prospect, also, that Vcilie, Whig, in the first district, had beaten Henn. The Whigs had carried the House of Repre sentatives ! Apportionment of Representation. —ln the House of Representatives on Thursday, the apportionment bill which passed the Senate some time since, was passed as it came from the latter bodv.— The action of Congress in the premises was rendered necessary on account of the accidental destruction of a portion of the population returns of California, by lire, as in their absence it was impossible for the Secretary of the Interior to make the apportionment according to the pro visions ot the law of 23d of May, 1650. Under the act of Congress just passed, the whole number of Representatives will be two hundred and thirty-four, dis tributed as follows : Maine, 0 Mississippi, 5 New Hampshire, 3 Louisiana, 4 Vermont, 3 Virginia, 13 Massachusetts, 11 North Carolina, 8 Rhode Island, 2 Tennessee, 10 Connecticut, 4 Kentucky, 10 New York, 33 Missouri, 7 New Jersey, 7 Arkansas, 2 Pennsylvania, 25 Indiana, 11 Delaware, 1 Illinois, 9 Maryland, 6 Michigan, 4 Ohio, 21 Wisconsin, 3 South Carolina, 6 lowa, 2 Georgia, 8 Texas, 2 Florida, 1 California, 2 Alabama, 7 Total, 234 [National Intelligencer. Cash Ready. The London Times says that Gen. Pierce will, if elected, be a valuable practical ally to the commercial policy of Manchester and Birmingham. That is a broad hint that British money ought to be expended freely at this election, in order to insure from the United States a “ na tional sanction and inviolable establish ment of the principles of free trade.”— So, gentlemen, on the other side ! John Bull is ready to put up the cash to help out the chances of Gen. Pierce. He will stand a fat assessment for the ex penses of the canvass. The mill-owners and iron-mongers of Britain have a des perate stake in the issue, and long more earnestly to beat Scott than did Gen. Riall on the eve of that heroic fight at Lundy’s Lane. Let them have a chance, then, to prove their interest by material aid toward electioneering for the British candidate.— N. Y. Tribune. The policy of the Democracy is per manent and uniform. — Buff. Cour. Especially in New Hampshire, where the Courier’s sham “Democracy” refuses to abolish the religious test. Otaerali Quitman and Scott Baltimore, Aug. 4. General Quitman has come out with a card, in relation to hi* conversation on the character of General Scott, in which he substantially corroborates all that has been asserted of that conversation. He praises Scott as a general—says that the Southern Whigs have done him injustice, and declares he is not the man to be ruled by Seward or anybody else. But four arrivals from below since our last: the Martha. Sunday ; Nominee, Mon day, and Excelsior and Dr. Franklin last evening. The Mail Company have pui chased the Badger State and Black Hawk, both of which will be up next week. The Galena Jeffersonian has “ petered out,” as they say down in the mines. This is ominous. I ffort* are making among its late friends in Jo Daviess coun ty to get it on its legs again. We hope they may succeed; for it was doing more good to the Scott cause in the North-West than any other journal, save the Minne sota Democrat. Gen.
