“The geetlraea who tre es trusad with this note. Mr. John B. Kimball and Mr. Fay Worthen, are engaged in mercantile pursuits here, and are represented to be gen tlemen of the highest respectability, and hare no connection with tne church here. Should you deem it adrisuble or necessary, 1 you will please send any communications in tended for me by them. 1 beg leave to commend them to your confidence and cour tesy : they will probably return to the city in a few days. They arc well known to Messrs. Hilbert. Perry £ ltarr, with whom you will please communicate. “ Very respectfully, your ob't serv't. "A. CI'MMIKO, •• Governor of Utah Territory. ‘‘A. Si. Johnston. Col. of Cavalry, com manding Army of Utah, Ft. Scott,*U. T." The note omits to state that I met parties of armed men at I/ost and Yellow creeks, as well as at Kcho canon. At every point, however, I was recognized a-. the governor of U tuh. and received with a military sa lute. When it was arranged with the Mor mon officer in command of my escort that I should pass through Kcho canon at night. 1 inferred that it was with the object of con cealing the barricades ami other defences. I was therefore agreeably surprised by an illumination in honor to me. The bonfires kindled by the soldiers from the base to the summitsof the walls of the canon complete ly illuminated the vulley ami disclosed the snow covered mountains which surrounded us. When I arrived at the next station, 1 found the “emigrant road," over the " Big mountain." still impassible. 1 was able to make mv way, however, down “ Welter can on.'’ .Since my arrival 1 have been employed in examining the records ol the supreme ami district courts, which 1 urn now prepar ed to report as being perfect and unimpair ed. This will doubtless be acceptable infor mation to those who have entertained an impression to the contrary. I have also examined the legislative rec ords und other books belonging to the office ' of secretary of state, which are in perfect preservation. The property return, though not made up in proper form, exhibits the publie property for which W. 11. l(oo]>cr late secretary of state, is responsible. It is. in part, the -urne for which the i.-tate of A. W. Babbitt is liable, that individual having died whilst in the office of secretary of statu for Utah. I (relieve that the hooks and charts, sta tionery, ami other property appertaining to the surveyor general's office will, upon ex amination, be round in the proper place, ex- i oopt some instruments, which are supposed to have been disposed of by u person who was temporarily in charge of the office. I examined the property, but cannot verily the matter, in consequence of not having at my command a schedule of projs-rty return. The condition of the large and valuable territorial library has also commanded my attention, and I am pleased in being able to report that Mr. W. U. Staines, the librari an, has kept the books and records in most excellent condition. 1 will, at an early day, transmit u catalogue of this library, ami schedules of the other public property, with certified copies of the record* of the supreme und district courts, exhibiting the character and amount of the public business lad tran sacted. On the '_Mst inst. I left Gn-at Halt Lake City, and visited Tuilla and Kush valleys, iu the latter ot which lies the military re serve sehx-ted by Col. Hteptoe, and ende.iv ored to tra<v the lim-s upon the ground from Held notes which arc in the surveyor 1 general's office. An accurate plat of the reserve, as it has been measured off. will In found accompanying a communication, whfch I shall address to the Secretary of War up on this subject. On the morning of the 24 th inst. infor mation was communicated to me that u number of persons who were desirous of leaving the Territory were unable to do so, and considered themselves to be unlawfully restrained of their lils-rty. However, de -irons of conciliating popular opinion, I felt it incumbent upon me to adopt the most en ergetic measure- to ascertain the truth or falsehood of this statement, i'ostponinjr, therefore, a journey of importance, which I hu<l contemplated, to one of the settlements of Utah county, I caused public notice to Is' given immediately of my readiness to re lieve all persons who were, or deemed them -elves to bo aggrieved and on the ensuing day, which was Sunday, requested the fol lowing notice to h* read, in u y pras-nof. te» the people at the Tabernacle *• wrvnca. I was not interrupted. In a discourse of about thirty minutes' duration, 1 touched (as 1 thought beat) boldly upon all the lending questions at issue between them and the general government. 1 re membered that I had to deal with men em bittered by the remembrance and recital of many real and seme imaginary wrongs, but did not think it wls- to williold trorn them the entire truth. They listened respect fully to all Uiat 1 had to say—approving even, 1 fancied—when 1 explained to them what I intended should be the character of my administration. In fact the whole manner of the people was calm, lietokeuing no consciousness of liaviug done wroag. but rather, us it were, iiidieated a conviction that they had done their daty to their relig ion and to their country. 1 have observed that the Mormons proh-ss to view the Cou stitutiou as the work ol inspired men, and respeud w ith readiness to ap|ioaLi for its sup port. Thus the meeting might have ended. But. afte r closing my remarks. I rose and stated that I would be glad to hear from any who might tie inclined to addtxws me upon topics of interest to the community. 'Hits invita ti-in brought forth, iu succession, several jHJwerful speakers who evidently exercised great influence over t lie masses oft he people, t They harangued on the subject of the as- ’ HOssmation of Joseph Smith, junior, amt las triends . the services rendered by the Mor- , mon buttalion to an ungrateful country; j their suffering* on “ the plains " during their j dreary pilgrimage to their mountain home, , Ac. The congregation became very much excited, und joined the speakers iu their in- ! tempftute remarks, exhibiting more frenzy than 1 had expected to witness among a jieoplc who habitually exercise great self-eon- j trol. A sja-aker now represented the luh-r --ul government as desirous of needlessly in troducing the national troo|is into the Terri- , tory, " whether a necessity existed lor their cmploymi lit to support the authority of the i civil officers or not und the wildest uproat ensued. 1 was fully confirmed in the opinion that this people, with their extraordinary religion and customs, would gladly encoun ter certain death, rather than Is- taxed with a submission to the military j lower, which they consider to iuvolveu loss of honor. In my first address I informed tlicm tlmt they were entitled to a trial by their |*vrs ; that I had no intention ol stationing the urmy iu immediate eon tact with their set. tlciuunts, and that the military posse would not be resorted to until other means of ar rest hiul been tried anti failed. 1 found (he greatest difficulty in explaining these points, so great was the excitement. Kventually however, the efforts of Brigimm Young were successful iu calming the tumult and rcstor ing ordet t-efore tie adjournment of the meeting, it is projier that I should add hut more thun one speaker ha* since ex pressed hi* regret a' having Iks It betrayed into iu'emjs ranee ol language m my pre enoe. The Uresiden and the Aniert an jieoplc will h-arti with gratifleatiou tie auspicious issue of our difficulties here. 1 regret the necessity which cotniiel* me to mingle with my eougrutulations the anriouncenicnt ol a fu'-t which will oeeassion grave concern.
