Both of these classes of sufferer think that ruin is inevitable if the levees are not repaired at once, whilst the mass of the people within a very few miles of the river are of a veiy different opinion. Some, and not a few, declaring the flood a blessing; others think they are very lit tle injured by it. Now, the question of leveeing the river bank to prevent tho floods from pouring down upon us, is what troubles the minds of the people of the valley; and as a matter of course, those suffering most, are the strongest advocates for calling the legislature to gether for the purpose of having laws passed to enable them to tax the people to build the levees; whilst the masses seem to be Of the opinion that some effort should be made to confine the waters again to the river provided it can be done without bringing about a general bankruptcy as did the last tax ation for levee purposos in this section. The Crowning Edifice. Philadelphia American. The State of Illinois fixes three cents a mile as the maximum charge for rail road passengers. A citizen of the State demanded that he should be carried six miles for eighteen cents, and was re fused because the railroad had lived twenty cents as the priee of the ticket. The Supreme Court decides once more in favor of the State law, and against the railroad. It says that the right of the State to regulate the charges made by a common carrier is a principle of com mon law, and nothing less than an ex press provision to the contrary in the charter can estop the exercise of the right. This is ot importance, not to Illinois only, but to the whole country. It may be regarded as ''crowning the edi fice'' of the (iranxer decisions. Who now charges the Western farmers with being thieves or communists, because they secured State regulation for rail roads'.'
