The sudden and remarkable change in the temper of speculation in Wail street, is much discussed in financial circles. The pari'c of September wiped from financial existence many operators on the street, w hile the bulk of those left with means to sjH-culate have been doing little or nothing. There is now a strong clamor for more currency or a free banking system. Wail street no Iong r pla ces implicit faith in specie pavmenH. There is a growiug belief that the Supreme -Court will not render an early decision on ihe legal tender question ; also that the I'residen t and Secretary Boutwell are not in favor ot pre cipitating a return to specie payments. There has been a general changing I routs among leading operators within the. pa-t tew days, which manifested itself in a deci ded manner to-day in different departi uents of speculation. The heavy advance i nthe government bond market, lent a mora.'! sup port to the general upward turn on stock kxchange, white a rise in gold assisted the general advance. Grave doubts may be well entertained that Congress will consent to plunge the country into another inflation and relapse, which would act (lis astrously on legitimate trade, but the ui"re agitation of the question is enough for Wall street to go into spasms of buoyancy, : nd discount inflation even if it never takes place. The meetioir of Congress tbereiore wi.li its heat ed discussions on sjecie payment s is likely to cause Wall street to emerge fro n its apa thy, ami create w ide tluctuationsV op and down, in the immediate future. The Bank statements are unfavorable. A heavv decline in legal tenders took the w hole street by surpr.se. The Treasury operations in c uded in the week's averages which were purchased, reach three millions of bonds and the sales only one million in gold. This would indicate the banks should be liiuch stronger iu legal tenders, but the avera-e at the opening showed a falling off Consid erable currency was shipped South Satur day and Monday last, so that the Gov em inent disbursements cannot show fully in ".he statement. Indications favor the tlr.eory that the average of legal tenders is now a risinsr one. The bank are probably r icher in greenbacks than would appear ifi the statement. OaLvisths, Dec. G. EDTTOttS TKLJU3RAI-H AND Mkssengek: On bAturday evening last, the 27th InsU a young man arrived at Kelly's hotel, in this village, traveling on horseback, registering as J. W. Boyle, Macoh, Noxubee county, Mississippi. Hi conduct on his arrival was so strange as to attract tbe attention of the proprietor of the hotel and others as he seemed excited and wild, although not under the influence of drink. Shortly after hi arrival he purchased at one of the stores a revolver, at another a box of pistol-cartridges. Supplying himself with writing mate rial, he retired to bis room, where he ad dressed a letter to his mother, another to his cousiu at Macon, Noxubee county. Missis sippi, also a note to Mr. Kelley, proprietor of the hotel, in which he asked a decent in terment, the mailing of bis letters, and ttiat his horse should t-e taken care of until his brother came for him. This occupied him until about 1J o'clock in the morning. About that hour the inmates of the hotel were arouse', by the report of a pistol in the direction of hU room, followed shortly af forwards by four reports. On repairing to his room, Mr. Boyle was found lying on the bed. wounded ou the leftside, immediately over tbe region of the heart, The Ust four shots w ere tired by hi:n to attract assistance. His reason for this rash act. as ascertained from his letters and statements, was a disap jioiutment in iove a young lady living iu (south Carolina having lately rejected his addresses. He now lies dangerou-ly wounded at the hotel of Mr. Kelly, receiving every atten tion from the physicians and young men of the town. 1 he sad occurrence has been telegraphed to his mother. He seems to be a young man of intelligence; not more than HI or 22 years old ; of good address, and says h was a Confederate soldier, and formed the at tachment for the young lady "who has so darkened his hopes," while in service in South Carolina. Flora Temple nod Ilrr Coltw. A correspondent of the IMiiladelphia Post, who has recently visited the farm of Mr. Welch, the owner of Flora Temple, near that city, gives the follow ing description of the present Condi tioii of the famous trotter. He says : While William wa being moved around by Mr. Woodruff. Hughy gave a peculiar shrill whistle, and in a short time we recog nized Flora Temple comi.ig up the lane, llowed by two colts The name of Flora Teoip'e lias become a household word, and t hroughi. the laud her performances a' d merits are disc.u-"-'!. Her extraordinary speed has astonished the .::rld. but her won derful feat at Kalamazoo was-not a greater astonishment than is her youthful vigorous af pearance to-day. She is now twenty-fou. years old. and has done a good part by the colts following her, but there is scarcely an indication of approaching age. except it be in the sinking of her back. " Her great eye is undimmed. and her clean, bony, expres sive head still shows the indomitable cour age which carried her to so many triumphs. The interest which centered around her per formances is now transferred to her mater nal relations, and to her condition i i her green old age. With all the hard campaign ing she has endured, and the many life struggles in which she has been engaged, she is fat and hearty, and really looks youn ger and more vigorous than any animal of her age (no difference w hat their lives may have been) that we have ever seen. Her oldest colt is known as Lady Temple. She is eighteen months old and was sired by Bys dyk. She is all bay without marks. Her color is a lighter shade, and siie will be two sizes larger than her dam. In the head, eye and ear the resemblance is very close, but her body is longer and more like ar racp horse. Her muzzle is particularly fine, and her hind leg. according to all trotting ideas is an improvement. She will not be train ed till she mature, and she has a good show then to add fresh laurels to those she inher its. Soni3 idea may be formed of what she is expected to do, when we state tint her owner recently received an offer of $ 5 230 for her from a Chicago gentleman. The younger is a bay colt ot six months old. sired by William Welch, and is known as the I'rince Imperial. This is a vry taking colt, and is more like his dam than his sis ter in blood. The head, eye and ear are true copies of the dam. Indeed, so far as a judgment can be formed and comparison made between a weanling and a mature horse, the resem dance is complete in every partieular. The star in the old mare's fore head is long and narrov. while that in the colt's is round. The white hair in the flanks and the rows of it across the root of the fail are precisely the same as on the dam. His gait is very similar to tha'; of Flora. EJUur Clarion : As but little is known of the purposes and condition of the above n tmed institution. I beg the aid of yoorool umus, and that of the pre generally, in bringing this munificent charity to the at tention ot the p .blic. As the undersigned has been and still is the General Agent for this lusut-tion. he deems it proper to make a statement of iu purposes and present condition. Boards of Trustees of this Institution have been in corporated in the States of Mississippi, New York. Alabama, Louisiana, Tennessee and Kentucky. There are voluntary associa tions of Boards of Trustees for the same pur pores in the Slates of Maryland. Ohio, Illi nois, ludiaua. and Missouri. The Board of Trustees of Mississippi are as follows: Hon. W. L. Sharkey. President; Hon. Wm. Yerger. Secretary ; S. P. Baley. Treas urer; Uou. T. J. Wharton, Hon. Gee. L potter. The Boards of the other States are com posed of gentlemen of similar eminence, aud give the a-surauce to the public that the donation bestowed lor this purpose will be properly applied. Belore the war upwards of twenty thousand dollars had been col lected in cash, and subscriptions to be paid in future, had been made to about the addi tional sum of forty-four thousand dollars. The events of the war have rendered this subscription unavailable thus far and will probably be entirely lost. The twenty thou nand dollars by dbection of the Trustees in Mississippi and elsewhere, was invested and loaned on interest in such a manner as to secure the principal and most of the in terest during and since tbe w ar. now making a fund of npwardsot twenty-five thousand dollars. This fund will be kept invested, and subscriptions solicited until the amount is sufficient to commence the publication ot books for the blind on a sure and permanent basis. Before the war the Trustees had it in contemplation to locate the Institution at Louisville. Ky but recently they Iuve se lected the District of Columbia as the most eligible location, and one where all the States in the Union can participate in its support as a truly National Institution. The Advisory Committee of the Institu tion located at Washington, are as follows: G. W. Samson. D. D PresidentColumbian College. Henry Barnard, L.L. D, United States Commissioner Department of Eduea tion. Joseph Henry, L.L. D, Secretary Smithsonian Institute. Henry D. Cook, Esq., Bank. Prof. F. D. Morrison. Superintendent Maryland Academy of the Blind. The undersigned has been associated with this enterprise from its inception, in the city of Jackson, beginning in the year 1S07. and has iu his possession testimonials in refer ence to the objects of the Trustees and the necessity for such a public charity from many of the most eminent and philanthropic minds of the country. The following ex tract from a publication on this subject by Prof. Win. Chapin. Principal of the Penn sylvania Institute for the Blind, is re- pub lished tor the information of the public. He sa s : The enterprise ot printing and publish books in raised letters tor the use of the bluit.. J regprd as one of the most important connected "VitJ their education and happi ness. The zealous and benevolent, efforts ot Mr. I) B. Dr. Bernard also testifies: UNIVKKSITY OF flS9IS8IPPI ) Oxford. Oct. 2S. 1858. The project in which the bearer, Mr. D. B. I am acquainted with the modes in w hich books are prepared so as to be legible to the blind, and I know that they require arrangements and mechan ism so entirely special, as to render it highly P'operthat publishing establishment should be erected exclusively for producing them It is to me a matter of surprise, that so many year have been allowed to pass away since the modern, improved methods for educa ting this intere-ting class of sufferers have been perfected, without the erection of such an establishment.
