The Law for It. Many persons were under the im pression that the vacancy in the Hoard of Supervisors, caused by the death o' Mr. Hodges, would be filled by an ap pointee of the governor. The logila ture of l'.tiXl changed the law, and the following is the section of chapter T9 of Acts of 1000, by which the Board of Su pervisors will be governed in ordering an election at their neit regular meet ing in March: Sec. 3 When a vacancy shall occur in any comity or connty district office, ' the unexpired term of which shall not eiceedsix months, the same shall bt filled by appointment by the board of supervisors by order entered upon its minutes where the vacancy occars, and the clerk of the board shall certify to the secretary of state the fact of the Ap pointment, and the person so appointed shall be commissioned by the governor; and if the unexpired term shall exceed six months, the board of supervisors, or the president thereof in vacation, shall make an order, in writing, directed to the commissioners of election, com manding an election to be held in the county or proper district, on a day to be named in the order, to fill the va cancy; and they shall give at least ten days' notice of such election, as di rected by section Slit's of the annotated code of 1S92, and shall give a certificate of election to the person sleeted, and shall return to the secretary of state a copy of the order of holding the elec tion, showing the result thereof, certi fied by the clerk of the board of super visors ; and the person elected shall be commissioned by the governor . The House complains that the Senate is encroaching on its rights by making new revenue bills outright under the gniBe of amendments. How can it be oiherwise when the House persists in ssnding to the upper chamber bills which have not received even the un qualified approval of the republican majority and have utterly ignored the great interest of the country repre sented by the demecracy. The way the republicans in the HonBe are rushing ill-considered and unpre pared legislation through, merely be cause they can, is resulting in some crude and undigested measures which will have to be carefully remodeled by the Senate in order that their enact ment may not render Congress actually ridiculous. He left here several years ago to enter into his father's business. lie fre quently paid short visits lieie. however, and was nevei forgotten by his coterie of friends. Death was induced by acute nervous ness. His health had been faidug for months and the end was expected However, few of his local friends knew of his nearnesi to death, and they will experience a shock indeed when they read the sad news. I wens, formerly one of the best-known young men in Louisville, died at Meridian, Miss. Acute nervous ness was the cause of his death, Mr. Owens was ill for several months and his death was not unexpected. He was connected with John P. Morton & Co, , for years and later 1 ecame a trav eling salesman. He had many friends in Louisville, and when ill health com peted him to return to his father s home at Macon, Miss, , there was gen eral regret. He remained with his father for sev eral mouths and then went to Meridian, Mr. Owens was thirty-two years of ase and was single.
