III MODIFICATION OF HOUSE RULES URGED BY CLARK Washington, D. C, Dec. 15. The speaker of the next house of repre sentatives will not name the commit tees of that body. Congressmen Champ Clark and Underwood of Alabama and others of the conservative wing of the house democracy have reached the conclusion that the committees shall be elective in some other way than by the present system. This much developed Wednesday. It will be ratified in all probability at a caucus of the new members of . the house who may be called together in January or February to map out action on the rules and other problems that will confront the next house so as not to clog the legislative work when it re sumes sessions next December. What for an hour threatened a re newal of the bitter fight on the rules marked the opening of the business of the house when opposition developed to the taking up of the bill for the modification and revision of the laws relating to the Judiciary. Speaker Cannon declined to sit in judgment upon the question, whether the house, under the rules, could take up a meas ure from the calendar which it had up for consideration on the previous cal endar Wednesday. Accordingly the house by 146 to 51 decided to take up the bill. It was still being considered when the house adjourned. Mild filibusters marked the sessions in both houses of congress. In the Benate practically the entire time was taken up by Senator Bristow of Kan sas, whose opposition to the French spoliation claims included in the om nibus claims bill prevented the pas sage of that measure. The legislature, executive and Judi cial appropriation bill, aggregating $35, 23u,219, or $4.32,875 less than the esti mates, was reported to the house by the appropriations committee. It is the fourth of the big supply measures. The bill makes numerous reductions in the various departments. It abol ishes deputy auditors and transfers their duties to chief clerks in the audi tor's offices, transferring to the assist ant attorney general the duties of the board of pension appeals and requires the superintendent of the capitol to dispose of the multitude of patent models now jn storage and turn the proceeds into the treasury. A bill allowing homestead settlers an extension of time for establishing residence on their location from De cember 1 to May 15, next, on account of the winter hardships in their sec tions, was favorably reported by the house committee on public lands. The bill also permits those who have al ready established residences to remain away from their locations from the passage of the bill until May 15. Representative Estopinal of Louisi ana Introduced a bill to create a non partisan world's Panama exposition committee for administering the ex position which the bill designs to be held in New Orleans. A similar meas ure is pending for the San Francisco exposition. Mr. Kahn of California will be given a hearing on this bill on the subject before the rules commit tee Friday.
