DkasGhcttb; Since mj last letter to yoa Congress and its actions have formed the princi pal theme or conversation. The session opened opon Monday tbe .first day of December. Pre vious to anemblicg some opposition to the re election of Speaker Blaine had been manifested, prindpally among tbe Southern members ; but at tbe party caucus held upon tbe Saturday before opening, it was unanimously voted to present bis camo aa the choice of the Republican party. The Democrats presented the name of Fernando Wood of New York city. Blaine was re-chosen by a large majority. Senator Carpenter of Wis consin, was again chosen President of tbe Senate pro tempore, and the stories that were circulated against him last summer operated ia his favor ; Senators arguing that to refuse to re-elect him would show that they placed credence in these reports. Blaine has re-appointed the principal members of tbe House to their old Chairmanship, though some opposition was made by those mak ing great professions of virtue to tbe selection of any one in any way connected with credit Mobi Her Tor tbe important positions. Thus far Con gress bis been occupied principally with the Sal ary Grab bill, tbe Virginias matter, and the re peal of the Bankrupt law. With regard to the former, much debate has arisen and many views been expressed. Personal debate has been freely indulged as well, and many excuses offered by those who took tho back pay. Among these ex cuses, one of tbe best is that of Crocker of Mas sachusetts, who said, that shortly after tbe vote he went to Europe. During bis absence tbe newspapers were attacking him virulently all the while for having drawn tbe back pay. When he returned he asked his private clerk if the pay bad been drawn," No," was tbe reply, " but it stands to your credit. And there it will stand, said Sir Alrah, until the newspapers cease attacking me. Which reminds one of the sick man, who, sup posing himself near tbe point of death, requested a neighbor present to pray for biro, adding that there were two things for which be was especial ly sorry : " that tbe half bushel he had used was too small, and that bis scales did not neigh quite enough." He afterward recovered, but still use3 tbe same measure and scales. And so Crocker will continue to use the Ore thousand dollars re ceived by the grab act. Pablic opinion as expressed throagh the press has never been more powerful than at present, and even Ben Bailer, who has always sneered at tho influence of the press, acknowledged in a speech, that it had been pursuing him with forty jackass power. Almost as many opinions were expressed as there are members in Congress regarding the best way of disposing of tbe back pay act. Tbe members favoring economy were desirous to re turn to the old system of wages ; while eome, prominent among whom was Alexander 11. Stephens, Vice-President of the Confederacy, favored no action at all, deeming tbe pay as it stands little enough. Tbe Hosso finally voted to make the salary or members six thousand dol lars per annum, and mileage lor one trip to and from Washington. Fnrtber action upon it is ex pected, as many members think enough has not yet been done. A bill tras reported in tbe Sen ate just before adjournment, recommending that tbe salary shall be, as prior to the act of March 3d. 1673, and compelling the members who bare not so done to ret urn tbe money voted to them by that act into the Treasury, and it is very like ly that tbe body wilt insist on this restoration. The trouble with Spain has blown over, the Virginias has been restored with all the surviv ing members among her passengers and crew. Thus the war that Secretary Bobeson scented in the distance has vanished, and the million of dollars expended in getting the navy into fighting order seems to have been expended uselessly. It seems probable that tbe National Bankrupt law will be repealed, or at least so far modified that States may make their own statutes regard ing it. At present almost any estate is eaten op by the various processes requisite to go into bankruptcy, and some action is necessary to mako it less burdensome. In the early part of the session, the name or Attorney General Williams of Oregon was sent to tho Senate by the President for the oGce of Chief Justice, bat the nomination has not been confirmed. Universal regret Is expressed at Grant's choice, and it is hoped that during tbe Congressional reces3 be may withdraw Williams name. The honesty and integrity of Williams are well known, but it is not thought that be possesses the legal ability requisite to fill the highest judicial position in our country. Steamship disasters are becoming frightfully common, and the collision of the Loch Earn and the Yllle do Havre Jo mid-ocean, accompanied by the total lo3 of tbe latter and over two hun dred lives, filled the country with horror. Boston also celebrated opon the 16th inst., the one hundredth anniversary of turning her harbor into a mammoth tea pot. Tbe greatest affliction the cause of science ho3 met in this country has recently occurred in the death of Louis Agasiz, Professor at Harvard University. He passed away oo Sunday evening Dec 14. Agassiz wa3 born in Switzerland in 1807, wd was of Huguenot descent It was in 1846 that be first came to this country, partly at the suggestion of the King of Prussia and partly to deliver a course of lectures before tbe Lowell Institute or Boston. Shortly after he removed to this country and ever since bis career has been a source of national pride. Agassiz will be re membered by some because or his medals, his prizes and awards ; by others because of his man agement of the Bossier Expedition, duriog which it was so earnestly hoped he would visit Hawaii ; again because of tbe establishment of bis school at Penik'ese, that promised to be a eonrco ol so much instruction ; but his strongest claim to a place among tbe scientists rests in bis establish ment of the Museum of Comparative Zoology at Harvard ; and his strongest claim to the respect of mankind in the fact that he never allowed any motive other than the love of Nature to impel htm to a closer acquaintance with her. c.
