Section 2. The Minister of Finance shall credit the appropriations
of the last biennial fiscal period all the amounts

amounts shall be deemed no longer available for the objects
for which they were originally appropriated.
Section 3. The Minister of Finance shall continue to pay
the salaries appropriated by this Act, the compensation of
soldiers and constables, the compensation of school teachers
and the current expenses of the Bureau of Education, the
Board of Health, the expenses of the Fire Department, of the
Supreme and Circuit Courts, Government Stocks and the interest
accruing thereon, the support of prisoners and the expenses
of the leper settlements, until the 30th day of June,
A. D. 18S2, unless new appropriations are made before that
date.
Section 4. The Minister of Finance shall not cause or allow-to
be paid from the Treasury any money for objects not provided
by this lnw.
Section 5. It shall be lawful for Heads of Departments, in
cases where special appropriations may fall short, to apply to
the same the surplus of other special appropriations in the
same Department not required to d expended, so as to make
up the deficiency; each Head of Department duly accounting
to the "Legislature for such transfer.
Section 6. No person holding more
than one office for which salaries are
provided shall bo authorized to draw
for more than the salary of the highest
grade of office held by him, if the
salary of any office held by him shall
amount to two thousaud dollars or
more per annum, and he shall be entitled
to no other or further compensation.
Sectios 7. This Act shall take effect
from and after the date of its approval.

the rules the bill was read for the first time, and
on further suspension of the rules the bill was

' Mr. Kapahu moved to bring in as a special order
for to-day the bill abolishing the Minister of War
and Navy.

Tho bill was then read and passed to engrossment

The bill allowing Chinese doctors to practice in
thi3 kingdom was read a second time and referred
to a Special Coinmittee consisting of Messrs.
Minister of Interior, Cleghorn and Kaai.
The bill relating to companies established in
this kingdom or abroad was then read and passed
to engrossment to be read a third time on Friday
next.
Mr. Aholo moved to reconsider the item for Kapiolani
Park. Carried.
On suspension of the rules Mr. Aholo read a
resolution to the effect that tho bill allowinc the
natives to drink liquor which was parsed and had
been bent to the King for signature, be brought up

The chair ruled that the resolution wa3outof
order.
Mr. Aholo appealed from thernungof the Chair.
The ayes and noes were taken and the Chair's
ruling was not sustained. Adjourned.

Mr. S. W. Kaai presented a petition from South
Kona asking that Mr. A. P. Waha bo appointed a
doctor for North and South Kona. and that his
pay be $300 a year. Itef erred to the Minister of
Interior.
The majority of Special Committee to whom was
referred tho bill to amend Chapter 5.1 of the Ses-"
sion Laws of ltiTG reported that tho bill be indefinitely
postponed. Laid on table to be considered
with tho minority report.
Sir. Nahakn moved that this report be printed
and bo delivered to each member. Carried.
Resolutions and Bills.
Mr. Hanuna read a resolution that the House
have no confidence in the memorial siimed bv the
merchants, and published in tne newspapers ot
this city.
The House'.went into a lengthy discussion on the
resolution.
At 12 m. the House took a recess, and on re-assembling
at 1 p. m. the resolution was passed, with
amendments, to engrossment, and to be sent to the
King.

Mr. Gibson read a resolution asking the Minister
of Finance whether he ever received a communication
from any one asking the privileges of water,
wharfage and lights for any foreign lines of
steamers.
His Ex. S. G. Wilder replied that the privileges
were given to the party who asked for the same.
Mr. Kalua moved to reconsider the resolution
brought in yesterday relating to the memorial
signed by the merchants. Carried.

of the rest of the Ministers were also raised to

Mr. Aholo also moved to insert in the Appropriation
