"The Rebel War Debt."
We have railed attention to the combina
tion of the South to effect the ftayinent of
their debts, and conccivc it to be beyond our
power to admouieh thyw»ople and our public
men against them. That they will, unless
sternly cheeked, become formidable there i-i
no doubt. The foreigners interested in whnt
are known as "confederate bond--." lately
held a meeting in London tor the purpose of
taking steps to secure the recognition of those
infamous obligations: and bv the subjoined
article from the Philadelphia

expresses regret to
see in the proceedings of the convention of
the .State of Mississippi sonic symptoms of
repudiation of the war debt of that State,
and the
Itegixt*r
proceeds to protest earnestly
against the policy, and to argue in favor of
paying those rebel obligations. The same
trouble will arise in all of th*.* rebel States,
and may as well be contemplated and provi
ded against. Virginia has already begun to
show her teeth on the same on stioa. We
hare a national war debt, wbi"r. these people
will have (to to pay their share of,
without burdening themselves in addition
with these rebel obligations. Congress, we
presume, will provide effectually against any
State taxing her citizens to pay rebel debts.
It may be said that these people hare a right
t) tax themselves for this purpose if thev see
proper, but they have no right to tax loyal
residents of those States for purposes totuily
opposed to their consciences. The taxation
mostly fulls in the end on the poorer classe
who, in these rebel States, are mostly loyal,
and were so throughout the war. VV e see no
good reason why the negro half of the popu
lation of Mississippi should be taxed to pay a
dsk incurred to keep them in bondage. The
United States (iovernment has from the first
emphatically denied that these debts were in
curred hy any rightful State authority. For
that very reason it everthrew the State Gov
ernments as soon ns |eace was established.
Xue debt rests on the same basis as the act of
secession, and should lare the same fate.

son against future rebellion than to makf

dead loss. fhat- would effectually cripple
any subsequent revolt. Again, if "we allow
this assumption #f robe! debts, the taxation
for both that and our own will become so on
erous that the poorer classes will be unable

the rebel pooticians who ure agitating the
subject. Our approaching Congress will of
eourse. legislate severely to prevent this, but
the administration could materiallv aid the
movement by insisting upon provision being
made by the State conventions against the as
