The nrm claims to have sent the' letter to 32,000 bankers in the United States, asking them to bring' political pres sure on members of congress to favor a congressional decision that, the per cent raise is the right thing at this time. The bankers are urged to write to congressmen and to have their customers among 'the large shippers also write members of con gress urging passage of a concurrent resolution directed to the interstate Advance Without Inquiry. It "is thus proposed to not only cover the eastern territory where con ditions have Just been reviewed, but also tlx western territory whWe pre paration is under way for a rate caise, and the southern territory, and to se cure a blanket advance in rates with out an inquiry. ,e This would be a much easier way ttlM) to" make 'a' Rowing" before* the commission as to the reasonableness of the pfroposed rates or -by the in direct pressure method which was tried out witljput( success this year. In view of the factf that at least eight of the midland states, officially, by and through their elected commis sions, opposed the.eastern rate raise without investigation, it is probable that the congressmen frqm .these states would hesitate to fall in with the new plan for (affecting'a raise in rates.
