Complaint as to the conduct of some
boys swimming at the Hilton bridge
along the Hilton road, near one of the
new additions north of the city, has
resulted In the appointment of J. Q.
Russell, a section foreman on the Bur
lington as special officer. The com
plaint was lodged with the authorities
by an auto party in which were three
women.
Indecent exposure and indecent lan
guage were the specific causes for the
party making the complaint. It was
said that tha boys were using such
foul and indecent language and pu'l
lng off various questionable stunts to
such an extent that the women in
the machine had to turn back and take
another road.
Special policemen have also been
named for the Moose bathing boach
district and the district north and
south of the beach. Joe Druecke was
appointed special officer at the beach.
Art Meyers was sworn in yesterday as
assistant to Druecke and James Cur
ran is special officer for the district
to the north.
There are some shacks below the
bluffg near the foot of the steps lead
ing from Rand park, and also some
a little further along. Residents of the
bluffs have complained about these.
Some of the shacks are the property of
gangB of small boys, while In some
Just below the park a gang of older
boys and men are said to hold forth.
No charges have been made, but it is
understood an effort will be made to
stop this practice of putting them up
and occupying them. Some of the
motor boat club members and other
organizations want these places clean
ed out.
Pilfering of articles of value from
various places along the lake shore—
bathing beaches, private club houses
and mofor boat floats—is the cause
for the swearing in of the additional
police officers. The Moose beach house
was entered Friday night, but little
of value taken.
Recruiting by Wholesale.

CHICAGO, June 26.—There was a
[hint tonight that federal officials have
imerely scratched the surface in re
jeent arrests of citizens of belligerent
countries who are said to have been
recruited in this country for the armies
of the allies.
Twenty-three Serbians and Mon
tenegrins held under $1,00=0 ball each
at the county jail will get a hearing
before United State Commissioner
Mason Wednesday. Violation of Unit
ed States neutrality is charged against
them. The men were arrested after a
free for all fight with federal officials
as they'entered Chicago enroute to
Canada. A party of Englishmen, said
to be reservists, was held up last Sat
urday night. Titey were mostly from
the coast.
Federal officials admitted tonight
that more arrests may be expected. It
was not denied that Hinton G. Clau
baugh, chief of the division of Justice,
investigation bureau here, is at the
head of a nation wide investigation of
alleged wholesale recruiting by the
allies.

Chicago's Fight Agalnvt Vice.
.CHICAGO, June 26.—In its fight on
abortion parlors,—Chicago Is planning
to fight the evil in a novel wmt. Coro
ner HofTman conceived the plan. He
would have the city erect and main
tain a maternity hospital which would
encourage prevention of unlawful
operations. Luckless mothers would
be admitted to the hospital under
rules of strictest secrecy. Coroner:
Hoffman would have a law passed
making divulging of the name of a
patient punishable by a Jail sentence,
Births would be recorded and the
babies offered for adoption in case
the mother could not or would not:
keep it. Women suffering from ven-:
eral diseases, It is planned, would be
treated at the hospital free of chaTge.

and asked for a good, big mule with
plenty of quality or a miner, but aside
from a few sales, of these classes
liquidated there was a very light
number disposed of. Good quality
types are the kinds sellers are asking
shippers to get In, and they don't
want the commoner classes, as there
is practically no demand whatever
for them.

Some of tie local club women, who
started an agitation some time ago
for a sane Fourth of July in Keokuk,
are wondering what definition of safe
and sane, tha members of the thlrty
seoond general assembly used. The
law regulating the sale of fireworks
passed by tlie thirty-second general
assembly is the nearest approach to a
sane Fourth law that can be reached,
according to the city officials here.
Thi3 law prohibits the selling or
keeping for saJe, firecrackers over five
Indies in length, the selling and keep
ing for sale ot toy pistols, caps and
blank cartridges. The discharging ot
blank cartridges and caps Is covered
by city and state laws. But this
seems to be tks far as the lawmakers
went.
Local officials said that they have
only this law to go by. The law does
nbt seem to cover fireworks of vario ia
descriptions which are usually sold to
gladden the patriotic- hearts of the
youth of the land.
The toy pistol, which is one of the
instruments prohibited in the statute,
seems to have blossomed forth again
this year in considerable profusion.
Although the Fourth Is a little over a
week distant, there seems to be plenty
of noise at Intervals. A lot of the
youngsters believe In doing thir cele
brating early.
To Investigate Recruiting.

SAN FRANCISCO Calif.. June 26.
—Nine men alleged to have been re
cruited in this city for service in the
British army, will be taken, before
the federal grand jury here Monday.
They are now enroute from New
York. Folio-wing their arrest in the
east they were immediately started
back for San Francisco and will as
promptly be bustled before the Jury
Investigating charges of neutrality
'violation here.
According to evidence which is
said to have been gathered by United
States District Attorney Preston,
these men enlisted at an office in
Fremont street. Many others are
also declared to have been enlisted,
In addition to the nine men it is ex-1
pected Harry M. Lane, Ralph K.
Blair and Dr. Thomas Addis may be
examined by the grand jury. Lane!
was named by Mre. C. E. Lee, propria
tress of a boarding house, as having
negotiated with her for the use of her
house as a "barrack." Blair, it is
said, is the prime mover of the re
cruiting actlTlties and Dr. Addis
examined recruits.
Preston today expressed confi
dence that Indictments charging neu-1
trallty violation would be returned,,
but he did not Intimate who might be
affected. Rumors -hat an official
connected with the British consulate
might be investigated could not be
verified.
