Phillips, the chief clerk: Mr. President: —The House of Repre sentatives have appointed Alessrs. Babcock and Brunson a committee to unite with u similar committee to be appointed by the Council to prepare joint rules for the gov ernment of the two Houses, and the Coun cil is requested to appoint a sunilur com- mittee. , / And then he withdrew. Sturgis, Resolved , That the Secretary of the Council be dilee ted to furnish each member of the Council, with thirty copies weekly of such newspaper or papers, published in this place, as they direct. On motion of Mr. Forbes, Mr. Olmsted, appointed on the commit tee yesterday, to prepare rules for the per manent government of the Council, was ex cused from serving on said committee, and Mr. Norris was appointed to fill the va cancy . Mr. Forbes, from tho committee ap pointed to inform the House thiit the coun cil had permanently organized, report*! that the duties assigned tho committee had been performed. * On motion of Mr. Sturgis, it was Resolved , That the Secretary of the Council be directed to make arrangements with the Post Master of this place for the payment of all postage on letters aud pa pers sent to and from the members of the Council during the present session, and re port the same to the Council. Mr. McLeod, from the committee ap» pointed to act in conjunction with H similar committee from the House of .Representa tives, to wait on His Excellency the Gov ernor, and iufortn him that the two houses were prepared to receive any communica tion he might have to make, reported: “That the joint committee had waited up on His Excellency, and had been informed that His Excellency was prepared to meet the two houses in convention immediately. On motion of Mr. Forbes, The Council then repaired to the room designated for the meeting of the two Houses in convention, where His Excel lency, Governor Ramsey, delivered the fol lowing Message: The convention of the two House* then adjourned, and the Council resumed its ses sion. Mr. Morris offered the following resolu tion, vtye: Resolved that James M. Goodhue be ap pointed to do the incidental printing for the Council, during its present session. Which resolution was adopted, ayes 5, noet 4. Ordered that the House of Representa tives lie informed thereof. On motiun of Mr. Norris, Ordered that 500 copies of the Governor’s Message be printed for the use of the Coun cil. On motion of Mr. Mcßoal, it was re solved that the Council now proceed to the election of a Chaplain of the Council, and that tellers be appointed. % Whereupon, Alessrs. Ou motion of Mr. McLeod, it was Resolved, That the Printer of the Coun cil be directed to print 100 copies of the Gov ernor’s Message in the French language, for distribution among the French aud Ca nadian inhabitants of Alinnesota. On motion of Air. Forbes, Resolved, That the Secretary of the Council contract with some suitable person to translate the Governor’ Message into the French language, and furnish the same to the printer to the Council. , On motion of Air. Buhkleo, The Council udjourned until to-morrow morning at 11 o’clock. HOUSE OF REPRESENTATIVES. Tuesday^ September 4, 10 P. M. Mr. Babcock offered the following reso lution: Resolvedy That the Chief Clerk of this House be directed to make arrangements with the Post Master of Saint Paul for the payment of all postage on Ibtlers and pa pers sent to and from this House duriug the present session, mid report the same to this House, and that the Chief Clerk fur nish said Postmaster with a list of the mem bers of the House. Mr. Bronson oflered to amend, That the Chief Clerk furnish the Post master with a list of members of the House. Amendment accepted and resolution adop ted. Mr. Jackson moved that a committee of three be appointed to examine the creden tials of members. Withdrawn for the present. Mr. Bronson, from the select committee, to inform the Council that the House is or ganized, stated that they had performed that duty. Mr. Babcock, as chairman of the com- mittee to unite with a similar committee on the part of the Council, to wait on His Ex cellency, the Governor, that said committee hnd officially communicated with the Coun cil, but that the Council had not appointed h committee on its part. Mr. Badly moved that a message be sent to the Coancil, informing them that the House have appointed a committee to wait on his Excellency the Governor, in conjunc tion with a similar committee of that body. Withdrawn. * Mr. Setzer moved to go into fhe election of officers permanently. Which was lost. The Sergeant-at-arms announced a mes sage from the Council; that the Council is now organized and ready to proceed to bu siness. Mr. Bronson asked that a committee of two be appointed to inform the Council that a committee of two bad been appointed to unde with a similar committee on the part of the Council to inform His Excellency the Governor, that the two Houses are in organization, ready to receive any commu nication from bun. Which was agreed to. Messrs. Brunson and Johnson war* ap pointed said committee. .Mr. Bronson, chairman of said commit tee, reported that they had performed that duty. f Mr. Babcock moved that a committee of two be appointed to act in conjunction with a similar committee on the part of the Coun cil, to prepare joint rules for the government of the two branches. Agreed to. Messrs. Babcock and Brunson were an nounced as said committee. Mr. Pond moved that the Clerk be order ed to inform the Council of the appointment of said committee and request their concur- rence. Adopted. • On motion of Mr. Bailly, the House ad journed to 1 o’clock this afternoon. One o’clock, P. M. The Speaker called tho House to order. Mr. Bailly offered the following resolu- tion. Mr. Speaker: —The Council have direc ted us to inform the House of Representa tives that the Council has organized perma nently, by the election of Mr. David Olm sted President, Joseph R. Mr. Bailly offered the following resolu tion, which was adopted. Resolved, That the Speaker of the House be requested to invite tho ministers of the Go.-pel of the different denominations, that may visit tins place, alternately to perform divine service alllie opening of the House, during the pro tempore organization of the House. Mr. Pond moved that the House now ad journ to the room pro prosed for the conven tion of the two Houses to receive a comrnu -1 mention from the Governor. ■Which was agreed to. Mr. Babcock, chuirman of the committee to wait on the Gov., reported that His Ex cellency would utteud as Boon as the two ilouses would notify him of their readiness to receive a communication from him. The Sergeant-at-Arms announced the presence of the Council. Mr. lJailly moved that a committee of two be appointed to inform His Excellency the Governor, that the two Houses are now in convention,’ready to receive any commu nication from him. Mr. Neill, delivered his message. Mr. Wilkinson then moved that the con vention do now adjourn, and each house re pair to its respective hall YY'hich was carried. Mr. Bailly moved that 1,000 copies of the message be printed for the use of the House, and that the Clerk procure the printing thereof. Mr. Wilkinson moved to amend, that the printing be done under the direction of tho Secretary, and 500 of the accompanying doc- uments. Adopted. Mr. Bailly moved that tho House now proceed to the election of its permanent offi cers. Adopted. Mr. Jackson moved that the House take an informal ballot for Speaker. Messrs. Jesse Taylor having the votes cast, was declared unauimoiiss®sject ed Sergeant-at-arms, for the present session of the Legislative Assembly. Mr. Badly moved That the House proceed to elect a Mes senger. Agreed to. Messrs. Wells and Setzer were appointed Tellers. James Beattie haying received 12 rotes, being a majority of all tho rotes cast, was declared duly elected. O. H. Kelley re ceived 1 vote. Mr. Babcock moved That the House now proceed to elect a fireman. Messrs. Bronson and Johnson were ap pointed Tellers. 'jfhe votes having been counted, it ap peared that David Hone bad received ten votes, was declared duly elected. Mr. Bronson otfered the folhving resolu- tion. Resolved, That the Rev. Mr. Hobart be invited to open this House with prayer du ring the present session. Mr. Bailly moved, That the House proceed to elect a printer to do the incidental printing of the ilouas during its present session. Messrs. Bailly and Babcock were appoint ed Tellers. ' The votes being counted, it appeared that James M. Goodhue, had 11 votes, aud McLean, Owens fst Quay, 4 votes. James M. Goodhue', having received the highest number of votes, was duly' elected. On motion, The House adjourned till to-morrow at ten o’clock. COUNCIL. Wednesday, Sept. 5, 18-ID. Piayer by Rev. Mr. Hobart. The journal of y esterday was read. - The President laid before the Coun cil the following communication: To the President of the Council. Sir:—Jn conformity to a resolution of the Council of yesterday, 1 have made the enclosed arrangement-with the post master at tHis place. I have also in conformity to another resolution of yes terday made the enclosed arrangement with L; M. Oliver Ksu., for the trans latiori of the Governor’s Message into the French language. Mr. McLeod offered the following resolution, which was adopted, viz: Resolved , That 500 additional copied of the Governor’s Message in the Eng lish language, and *2OO additional copies in the French language, he ordered to be printed for the disposal of the Coun cil. Mr. Norris, from the committee ap pointed to prepare permanent rules for the government of the Council during the present session, made the following report: “The committee appointed to draft permanent rules for the government of the Council, beg leave to report thfe fol- lowing rules: Standing Rules or the Council. *#**#««*#•* On motion of Mr. Sturgis, the report of the committee was accepted, and tho committee discharged. On motion of Mr. Sturgis, the rules reported by the committee were adopted as the permanent rules for the govern meQt of thofjoupcil at the present ses sion.
