Messenger, asking compensation for injuries she received by reason of obstructions In Jack eon street, etc., on inquiry learned that at the time stated in Mrs. Messenger's petition she did sustain Borne injury by reason of having been thrown from a sleigh, but that the St. Paul </'i!y Railway Company, assoniag in a measure the responsibility of having placed the obstruction in the street that caused the accident, compensated Mrs. Messenger for the injury, which was received and accepted in full ' payment for all damages. Of Committee of Streets— Jackson Street Grade — "To the Hanorable the President and Common Council of the City of St. Paul. Gentlemen: The Committee on Streets, Sewers and Bridges, to whom was referred the matter of a change of grade on Jackson street and certain other stret-ts, so as to make them conform to Jackson street, in case of a change on Jackson street, respectfully report that tlie proposition for a change of prade ou Jackson strett is not a new one by any means. That i for several years it has come up for considera tion almost a* regular as the seasons come and go; and each time elicited a considerable amount of discussion and some fet-ling among property holders. Coutlicling interests came to the surface with each raid upon your Com mittee; one class of property owners insist upon a change on Jackson street, so that the grade through the bluil. shall notesceed three ieet to the 100 feet, on the theory that iv the near future a large part of Ihe railroad busi nees of the city wouli have to be done at or near the head of Jackson street and that it would lie :tn absolute nei-essity to have at least one street, with an easy grade "into the lower purl of the city. Another chiss of property owners claim that such a grade wonld absolutely confl-cnte a large amount of property lying at aud uear the foot of the Jackson street hill, by reason of the Immense fill and enormous assessment to pay for the improvement. This class do not object to any change on Jackson street that will not necessitate a change ou cross streets; and another class of property owners desire the grade to be kept as near the surface as possible, claiming that any material cut on the hill will injure a large amount of desirable residence property; that the city authorities are very much to'blame for having permitted so much vandalism in allowing every itinerent teamster that wants a load of sand to dig up the street until it has become almost impassi ble. Your Committee do not Hitter themselves with the belief that any report they make upon the subject of the Jacks«n f-treet change of g r:l (lc — or grade — will give general satisfac tion, yet with all the information they have been able to obtain., your Committee does not favor any change. Heretofore the grade of Jackson street «vas rstabli&hed from the Mis sissippi river to Aurora avenue, and from the south side of Sherburne avenue to a point a short distance north of Winter street, leaving without any established grade that part of Jackson street between Aurora avenue and Sherburne street, and from the point before in dicated north of Winter street to Minnehaha street. Your Committee recommend the establish ment of a grade on Jackson street from Au rora avenue to Minuehaha street where not es t.iblished, co that eaid grade, when established, will conform to existing grade. • John Dowlan, Chairman. Citt Clerk's Office, \ St. Paul, Minn., May 9th, 1881. $ Sealed propo*als,marked "proposals for tow er clock, etc-," will be received at this office until Tuesday, the 7th day of June, A. D. 1881, at 12 o'clock m., for furnishing this city with a tower clock and bell, proposals to comply with the following specifications: The clock must be half hour strike, and suf ficiently heavy to raise a fifty pound hammer without under strain upon working parts. The dials, four in number, to be seven and one half feet in diameter, and fall metal, unless the common council, or a committee thereof, shall choose illuminated dials. The clock must have gravity escapement and compensated pendulum, and its rate of variation guaran teed not to exceed fifteen seconds per month. The bell to be of sufficient weight and strength to stand the blow of a fifty pound hammer. Ihe opening in the bell tower is nine feet in the clear.
