Of City Engineer— Fourth Street Bridge— The Engineer reports the bridge on -Fourth Street over Phalen's creek in a •.iaagorous condition, and the same should be abandoned and recommends that a temporary bridge be build at a cost of not exceed $100. Also, Colborne Street Grading — To the Common Council of the City of St. Paul: The Board of Public Works have had un der consideration the resolution or order of the Common Council approved July 7, 1883, relative to the grading of Colborne street from Superior street to Jefferson avenue and the partial grade of Colborne street from Jefferson avenue to Cascade street, and having investigated the pro posed improvement, respectfully report that said improvement is necessary and proper, that the estimated expense thereof is $5,000, one-half of which need not be paid into the City Treasury before the con tract is let: that real estate to be assessed therefor can be found benefited to the ex tent of the coßts and expenses necessary to be incurred thereby, that said improve ment is not asked for by a petition of a majority of the owners of property to be assessed therefor, but we herewith send a plan or profile of said improvement, and an order for your adoption, if you desire us to make the improvement. Also, Sewer, Woodland Park Addition — To the Common Council of the City of St. Paul: The Board of Public Works have had under consideration the resolution or order of the Common Conncil, approved June 23, 1883, relative to the construction of a sewer along the line of the right of way through blocks 17 and 23, Woodland Park addition, from Dale street to Summit avenue; thence on Oakland street to Lin col v a venue, and having investigated the proposed improvement, respectfully report that said improvement is neces sary and proper. On Dale street from the north line of Holly avenT7e to the right of way through blocks 17 and 23, Woodland Park addition to St. I'aul; thence along said right of way to Summit avenue: thence across Summit avenue to Oakland street; thence on Oakland street to the south line of Grand avenue west; that the estimated expenses thereof is $23,000, one-half of which need not be paid into the City Treasury before the contract is let; that real estate to be assessed there for can be found beneiited to the extent of the costs and expenses necessary to be in curred thereby, that said improvement is not asked for by a petition of a majority of the owners of property to bo assessed therefor, but we herewith send a plan or profile of said improvement, and an order for your adoption, if you desire us to make the improvement. Also, Third and other Streets Change of Giade — To the Common Counoil of the City of St. Paul: The board of Public Works have had under consideration the reso lution or order of the Common Conncil approved June 14, 1883, relative to a change of grade on Third street from Maria avenue to Maple street; Con way street from Maria avenue to Maple street, and Ravine street from Maria avenue to Maple street, and having investigated the proposed improvement, respectfully report that said improvement is not necessary and proper. To tke Honorable President and Members of the Common Council of the City of St. Paul: Gentlemen: — Your attention is respect fully called to the following resolution passed by the Board of Water Commis sioners July 11: Resolved, That the Common Conncil be requested to furnish this Board with one hundred and fifty thousand dollars ($150, --000) in money for operations the present year. Of Committee on Ways and Means — Of ficial Bond — Committee to whom was referred the official bond of Jno. W. Roche, city comp troller, report the same back approved by them. Approved by Council by the fol lowing vote: Yeas — Aid. Dowlan, O'Connor, Robert, Fischer, Otis, Smith, Cornish, Johnson, Starkey, St. Peter, Mr. President— ll. Of Committe on Streets — East Foarth Street Grading — Committee report they met July 13, to consider the report of the Board of Public Works on the improvement of East Fourth street and after hearing all the arguments pro and con, are of the opinion that the grading of East Forth street is of great advantage to that part of the city east of the railroads and they report in favor of the improvement, but think that quite a large part of the cost of the same should be paid by the railroads and the property on Dayton's Bluff, as the improvement is at present and will be for some time to come, of more advantage to them than to the owners of property on East Fourth street. Adopted, (See order to Board of Public Works. ) Also, Reaney Street Bridge — Committee to whom was referred the resolution of Aid. Starkey. relative to the widening of the Reaney sireet bridge, re port that the estimated cost is $550, and xecommend that the improvement be made. Adopted. (See resolution.) Also. R. C. McKenzie's claim — Committee recommended that the mat ter be referred to the City Attorney. Adopted. Also, H. J. McAfee and others, petition — Committee had before them several of the petitioners, who spoke adverse to the improvement, and after due consideration committee came to the conclusion that the improvement is necessary and proper and should be proceeded with, and that quite a large part of the cost should be paid by the railroad company and property on Dayton's Bluff. Hoyt's petition — Committee recommend that the pres ent building used as the health office be moved on to the Market house grounds on Wabashaw street, and that a section of the shed now there be removed so as to admit of the building being placed thereon . Of Committee on Public Accounts — Ac counts of Officers — Committee to whom were referred the reports of the Clerk of Municipal Court and Chief of Police for the months of Maroh, April, May and June, 1883, the Market Master for November, 1882, and April and May, 1883, the Board of Control for the' months of May and June, 1883, the contingent fund ac count of ex- Mayor Rice and ex-Chief Weber, and the report of the City Clerk on sale of stands in the market house, report that they have examined the same and found them oorrect. Seeger's Claim — The Committee on Gas and Water and City Attorney, to whom was referred the claim of Robert Seeger, for lighting oil lamps during the month of April, amount ing to $723.07, from whicn the Comptrol ler makes two reductions, first §12.75 for 51 lamps not lighted averaging 1 night each; second $248.25 for 993 lamps not lighted during three nights in April, ave raging 1 night each — during the obscurity iof the moon on moonlight nights, the second item of deduction, Mr. Seeger claims, ought not to be made, although authorized by hi? contract with the city. Mr. Seeger stated to your committee that the cost of lighting each lamp per nignt was 13 cents.
