COOPER^ WOOD, ivn\^ioN ok nut MVVbVMHBi Thepower to extend the right of suf^^frage is something which the people^should keep in their own hands and not^commit to the care of a state legislature.^The interest,- involved are altogether too^vast to he lichUy esteemed or carelessly^intrusted to any body of men not chosen^to express the will of the people upon^that one particular question. If the^advocates of woman suffrage are not^willing to tiust :he intelligence of the^voters uf the state, as a mass, they dis^^play a knowledge of the weakness of^their cause, which should coaderan it^effectually. The means of educating^the public mind up to their ideas, as^they are fond of putting it, are easily^within their reach, and can be inex-^peusively employed. The argument ad^^vanced by Mr. Black well.of Boston,in con^^versation, the other day. that the expense^of a campaign for ^^^j'l.il suffrage is more^than the friends of the movement can^afford is not a cogent one. No great^reform has ever lacked the means for^carrying it out. v\ hen the public mind^is prepared to accept the change there^will be uodifficulty in tiudiug tbe mean-^necessary to its execution, which cannot^under fair condition- be very large.^As for the expense of a vote of the people^upon such a proposition, that is incon^^siderable, for it would be taken (or^should be i only at some general election.^On the whole, it is the opinion of the^Independent that the constitutional^convention should not give the legisla^^ture authority to abridge or extend the^right of suffrage, the power to do so^being properly vented in the people, who^may be relied upon to exercise their pre^^rogatives with greater wisdom than any^body of men who might be designated to^act in their name in a matter of so much^importance. There are^newspapers in the country which pay a^larger gross amount for telegraph tolls^upon news dispatches than the govern^^ment pays for official telegraphing, and^their requests for reduction of rates have^always been met with the statement that^the existing rate is the lowest consistent^with the earning of dividends for the^corporations. The rate demanded by the^postmaster-general is a mill a word. In^very rare instances, and then for only^short-distance telegraphing, are news^^papers given as low a rate as one-third^of a cent a word, the stipulation being^that such business snail be done after^commercial nie--ag,-^ ^ i\- Utri, trun-^mitted. Blacawell or wish to^t.e ^Mictated to be outsiders.^ Mr. Black-^well has shown no disposition to dictate^to the convention, and Is In no position^to do so were he so disposed. All he^asked was a hearing in behalf of the^cause for which he has labored many^years. The best men in the convention^will concede that they owe a great deal^to ^outsiders^ and the example of^jurists and political economists of other^states, without which the labor of this^body would be altogether experimental. Itis to be hoped the last has been^heard in the constitutional convention^of the memorial presented by Delegate^W iirren in behalf of one of his constitu^^ents, O. B. Whitford, regarding Sunday^observance. Without injuring the cause^Mr. Whitford claims to represent the^memorial might have been couched in^terms less offensive to a large and re^^spected msjorlty of citizens of this coun^^try. In the partial reading of the^memorial by the clerk of tbe convention^It had all the consideration it merited.
