We find fler few months experience
tliat it is impossible to collect (he small
mount due us for the Daily in (hi city,
-with the ragnlarity that should attend
that department, without more time and
attention than wo can well afford to he
tow upon it. In the future we will be
governed hy the cash in advance princi
ple, and by that "vigorous policy" hope
to render profitable, that which up to the
present time has been a burden. From
this date no paper will be delivered
from (his oflko unless j aid for in advance.
When the time paid forcxpjrc, the paper
will be discontinued, unless renewed In
time to prevent it. Our Agent cannot
afford to call on any one three or four
times for the paltry sum of twenty cents,
nd then perhaps not get it. All subscrib
ers in arrears will please pay the route
agml ,fn npplicatiwn.
Proclamation of the Oovernor.
Wuekkas, The Slate of Tennessee is
now, and hns been, without a full repre
sentation in the XXXVIIth Congress of
the United Slates of America; and
whereas it is believed, upon information
received, that a large majority of the vo
ters of the Ninth and Tenth Congres
sional Districts of this State, as appor
tioned by the Act passed February 20! h,
1852, have giveu evidenco of their loyal
ty and allegiance to the Constitution and
laws of the United States,
Now, therefore I, Andrew Johnson,
Military Oovernor of the State of Ten
nessee, in order to secure to the loyal
electors of these two CongreBPi'onal Dis
tricts their constitutional representation
in the House of representatives of (he
'United States of America, have deemed
it proper to i.jsno this my proclamation,
appointing and ordering elections to be
held on Iho t tvcnty-ninl Uvof Decem
ber, 1802, "to fill the vacancies in the
XXXVIIth Congress of the United States
f America in the following District, to
wit: Tho Ninth Congressional District,
composed of tho counties of Henry,
Weakly, Dyer, Obion, Lauderdale, Tip
lou, Gibson, Carroll and Henderson.
Tho Tenth Congressional District,
composed of (ho counties of Madison,
Hay wood, Hardeman, Fayette,' aud Shel
by, '
Writs of election will bo issued, and
the election held at the places desig
nated by law, and th proceedings
under said writs returned to the oflico of
the Secretary of State. The judges ap
pointed to hold said elections, in addition
to the oath prescribed by seel ion 8-14 of
tho Codo of Tennessee, shall further
rear that they will permit no person to
voto whom they believe to be disloyal to
thoQovcrnment of theUnitcd States.
And no person wiil be consider
ed !ns an elector qualified to vote,
who, in addition to tho qualifications
now required by law, does not give sat
isfactory evidence to the judges holding
aid .election of Ids Joyalty to the Gov
ernment of tho United States.

I am directed by Major-General Kosk
niANS, commanding the military depart
ment of the Cumberland, to publish the
following as guidanco to all parties
having business transactions with any
officer, or agent of the Quartermaster's
Department. Particular attention is so
licited to all tho points referred to, from
all citizens, and settlers iu Tennessee, or
where the army or any of its detachments
may bo found.
Tho officers of the Quartermaster's
Department have special charge of the
matter of Fuel,' Forage, Straw, Trans
portation, its repairs and maintenance
and while tn tho field have under cer
tain restrictions, understood by them
selves, authority to provide the articles
above specified for the use of the troops,
and transportation in their charge.
Supplies pertaining to tho Quartermas
ter's Department must be purchased or
procured by tho officers of that Depart
tnenf, or agents appointed only by the
approval of the Secretary of War
Should officers or agents be supplied with
funds, immediate payment should be
made for all purchases made from, and
for services rendered, by loyal persons.
When purchases are mado by any
Quartermaster or agent not supplied with
funds for payment, certified nccouuts of
purchaso must bo given in triplicate and
in form; the certificate stating the arti
cles purchased will bo accounted for at
the close of the month of purchase, on
their incmthly reports to tho Department
at Washington. Citizens or camp fol
lowers are not to bo authorized to make
purchases on account of (he Quartermas
ter's Department. No payments can be
niaee except on the certificate of the au
thorized officer making the purchase, and
no rece'pt, menwramlum, or certificate, ex
cept given asahovo described, will be en
tertained by any disbursing Quarter
master. Oflk-ers making purchases of supplies
or the Quartermaster's Department are
held directly responsible t tho Tneasury
of the Uoited States for the legality of
their purchases, and arc also held strictly
accountable for the proper care and dis
tribution of all supplies received, and
purchased: this accountability is month-
y, and must bo so stated iu their certifi-
catea of purchase otherwise, the certi
ficate is valueless, and is so considered
by the disbursing officer.
Brigade and Regimental Quartermas
ters should always add to their signature
tho number of the regiment to which
they belong, aud the State from which
the regiment comes, or (heir official sig
nature is incomplete. '
Officers have no right to seize or press
private property for (heir own use,
nr for the uso of (he government, with
out authority from the commanding gen
eral. When such authority is delegated,
the certificates, as above described, are
required by the laws of (he United fjtatcs,
and all others are valueless.
