Driven to tho direst extremities, the
rebel leaders have been ditfeuising for
soma months, the policy of enlisting
negroes in their army as soldiers. They
do not appear, as yet, to have arrived
at any definitei conclusion on the tub
jecL. Like the cat in the adage, they
are content at present to let "I dare
not wait on 1 would." They are willing
enough to use the negro as a mean. of
t tTence ; but have not made up their
minds that he can be trusted, cr that
tho people would submit to the policy.
