The pacification of the country is es sential to its welfare, in a tense which ctntiot fiil io impreeB all parties at the North, and which will exert a powerful influence in support of the poliey of the rretident Greeley eees the tulject in this view, when he declares, "industrial anarchy in Mississippi draws after it mercantile bankruptcy in New York." The Philadelphia North American, re ferring to Ihe present political confu sion declares : This agitation has already arrested completely the splendid prosperity of the country which had set in upon the close of the war, and the stagnation of business must grow worte in its conse quences the longer the crisis shall be protracted. The public mind i be coming much excited on the subject; the general pacific disposition following the cke of the war b3 been disturbed, and progress of business completely arretted. In the interests of all who toil for a subbiBnce, of all who manu facture, or trade, or buy, or sell, or tianeport, we earnestly appeal to the Reconstruction Committee to close up its labor, perfect its whole pro gramme, and endeavor to present some plan of arrsngement that shall be sat isfactory to the country. ' A party whose policy obstructs and delays tft restoiation of peace, and the return of industry and prosperity, will go before the people under an enor mous disadvantage. A political organ ization which;depends for its saprema cy, on a maintenance of the public in felicity and distress, rests on the most precarious of foundations. A single re vulsion of popular feeling, a single burst of the public impatience, tuiiices to overthrow such a party, and to bury it under a mountain of thaine and odium. Yet puch is the attitude of the present Kadical party in thi country. Ttat there is "industrial anarchy' not ouly in Mississippi, tut throughout the South, is a fact as palpable a pain ful. It is a stern and grim reality, which it is not in the power of glowing faucy or calculating misrepreuatation, to conceal or to render innocuous. Kofce colored accounts of the benign operation of the freedmen's bureau in this neighborhood or that, or of the promising "experiment" in which Gen. 1'illow is engaged in Tennessee, and Mr. Jones in Florida, and Mr. llrown in Miwsissippi or Louisiana, are no con tradiction to the broad fact that South ern iudustry is prostrate and paralyzed, dormant if not dead. The exceptional cute a Lut prove the rule. The prostration we have described was an inevitable consequence, as the least reflection will bUg't. Suppose some power superior to the English Government, were to declare the ope ratives of Lnglaud emancipated frotn the thrall of that bondage which is fur more grinding, and tar more marked by discomfort and privation, than ever was seen in American servitude and were to assume the otlice ol feeding and sheltering and championing those who should, in consequence, break away from their eruplo) uients ? Sup pose as a result, the treat factories ahould have to close, and the iertile Irni8 co untilled, while vast crowds of the former laborers were thronging the cities and suburbs to seek precarious jobs, or draw rttious from the govern ment commissarie ? Would it be any disproof of the manifest general ruiu, to point to some one who Lad been able nevertheless, to secure the running of his spinning-jenny; or the cultivation of bis potato-patch, or even his farm? This would but be a parallel to the con dition of the South, through the "in dustral anarchy" which has been visit ed upon us. those who are responsi ble lor it may cousole themselves, or, if they can, felicitate themselves, on other considerations; but it is not candid or honest to deny the industrial auarchy which they have produced, or shut their eyes to it tiled. What profpect js there of a termina tion to this industrial auarchy? None, if the radicals rule. Their political lac tics, their "party capital," Consist in fo menting those passion and exciting those agitations, which are lalal to Southern production. It is easy to see, in this convictiou, a motive for the current prophecies of large crop. Men are prone to predict what they desire, and what they feel they must Imve. Such predictions are, how ever, but the fond delusions that rosy dreams are made of. If iovernuui were to extend eve: y postit'., encour agement and assistance to Southern production, it could scarcely avail to counteract, iu any short time, the "in dustrial anarchy " timt now prevails. Put when everything is done which a c,reat aud dominant party could do, if t.uch weie the avowed ol jeet, to pro long the pro.-liBU.nl, confusion and belplei-sues, of the Southern industrial interest, to rtduc discouragement to deipair, to keep out foreign capital, to prevent our reinfoi cement by imniii;ra tion, and to impel our own people to emigrate th prospect is gloomy in deed. New York may as we'd prepare lor ''bankruptcy" at once, if "industrial anarchy in Mis.i-ippi " will produce it, unlet'- the Radicals are speedily driven from power, and unless i,:fa uresand sentiments, more healing and encouraging than any one in power ha as yet recommended, shall b em braced by the Government and people. It is time to atop all such talk as treason, and traitor, and rebels, grow ing out of a political disagreement as homvt a ws the dispute over the Hank nf the United States! The de cision being accepted, all parties to the contest have nothing better they cm do than to conform to it; renouncing all ideas of "punishing their adversa ries for being honest and biave, as tin-Aioei ic.in. unmanly and unwise. If Northern prosperity depends on South ern industry, lot Ihe North remember that to piotnote its own thrilt, if it ac knowledg.t no higher motive, it should give the South encouragement and con fidence and security and enterprise, by jmlice and liberality and kindness. This dispatch from M. de'Montholon testifies that the government of the United States is firmly disposed to maintain and cause to be respected the laws of neutrality. We stated a few days since, as soon as the capture of Bagdad was known, that the acta of a handful of adventur ers would not be permitted to interrupt the peaceful relations existing between two great nations, and to solve in a vio lent manner the questions which they hold in consideration. Decidedly nothing more could be wished for or demanded. The address of the Senate prove that France only asks for tbe respect of the duties of neutrality and interna tional law. In America there may be ardent passions which would like to enfeeble the ties which for nearly century have attached the United States and France; but it is not in the higher regions of the government that these passions and an echo.
