Judge Cox, in the criminal court, to-day delivered bis lecision (plashing the information in the star route cases and discharging the defend ants. The principal reason given by Judge Cox for this action is that congrvss in the act establishing a, police court in the Dis trict of Columbia in 1S70, by implication, draws the lino between infamous crimes and misdemeanors. Cook, for tho prosecution, made a state ment explaining why the proceedings had been begun by 'information, saying in the excitement and delay caused by the presi dent's assassination, tho grand jury bud been adjourned without tho knowledge of tho prosecution, thereby possibly giving the defendants the benefit ot the statute .if limitation if tho proceedings bad been brought ill the usual wuy.
