There is altogether too much of so-cnllled liberty in the country. Your petitioners want the true article. True liberty cannot be preserved if every clod-hopper, mechunic, cow-boy, and foreigner is allowed to cut, drink, write, speak, and vote on a par with the moral Kuurdiunsol this country. In Kussiii, Austria, Turkey, andall other woll-jrovcrueil countries, the reins of power are held bv the virtuous few, as it used to be iu England, Uerinunv, and France, hut ever since the ballot and the area of liberty has enlarged to cover fanners, mechanics, und even merchants, those once powerful countries have been rapidly descending into the chaos of anarchy. Jiveii Mexico, our nearest neighbor, is being ruined by this latitudiiums extension of rights to the com mon people. They aro grid-ironing the country with railroads and telegraph wires, Ahd, it not checked, will soon get into that deplorable condition now experienced iu these United States, where every luboref can read, vole and become a pestiferous thorn iu the side of those virtuous classes who, l.y right, ought to rule. Ilo it enacted by tho legisla ture of the state ot Texas, That from und after the passage of this act, It shall not he lawtnl for any man in this state to ote at any election, state, county, city or town, wno, in addition to iHi-M-ssingluc quaiiucaiions now required thousand ! dollars' worth of real estate, or who cannot ny law, uoes not lliso own ICU read and write a speech iu favor of tho -' rights, privileges and immunities of the i moral, the elect mid the rightfully ruling class of this state, Nor shall even such bo allowed to vote if within live years prior to the passage of this act ho shall have been guilty of the crimo of chewing tobacco, ot smoking a pipe, cigar, cigarette, cithebs, niullen leaves, sumach or other herb, drug or plant. Pos sibly this might be tho case, hut for ono little dilliculty, which 'docs not seem to have quite presented itself to tho temperance advocates. Tho real cause of decrease in the consump tion of brandy in France appears lo be that so much inferior cognac has been vended ol late throughout thecountry that the people, in sheer despair of getting anything better, have simply forsaken the beverage rather than be any longer deceived.
