Pursuant to call, a number of the inenv bersof the Merchants' Exchange met yestorday at 4 p. ni. for the purpose ot discussing deep water at Galveston and to take action as to whether or not they would or shouM endorse Bads' project. The meeting was called to order by President AIcEnnis. Mr. J. C. Moroney moved that the meeting adjourn, as he deemed it out of place for tho exchange to take any action in tho matter Other members looked at it in the same light. Mr. J. 8. And, WitKKKAH, The demand lor deep a a teronour Texas coast exists as a na tional necessity, because. First. The tor. ritory naturally tributary to that coast for an outlet toKiirone ctuirisa near! v two-thirds of the entire area of the United States; and, Second, In this ter ritory outside of Texas the haul to the Texas coast is shorter by an average of 500 miles than the present routes of dis tribution to the eastern sea board, rep resenting a saving to tho producers in Kocky Mountain valley, alone on the grain crop of 1K8.1, of S3 h),joo,(XXI, as ap pears from estimates based on present rates of transportation eastward per hundred miles. And, W hkrkas, The refusal to supply this great want would prove of such rank in justice to the lamer section of the union as to suggest the advisability of substi tuting ior the sectional line of latitude now happily no more, one of longitude. Resolved, That we respectfully re quest and urge our senators and repre sentatives in congress to use their best efforts at the present session towards securing the passage of the measure to be brought before them looking to the improvement of Oalvestou harbor. It was the sense of the members that the subject of deep water at CJalveston wag not pertinent to the occasion. To the above Mr. Dauglierty had ap pended the following: Provided that any appropriation that may be made in oidcr to become avail able for the improvement of said har bor, shall first require of the city ol (ial veston to buy out the present wharf company, and require said city to guar antee free wharlage lor al time to come to all freights that may be located or unloaded at its wharves. The chair then suggested tliat some member oiler a resolution to the effect that the meeting he changed irom that of the Merchants' exchange into a citi ens' meeting. Mr. KaucU made a motion to that ef fect. Mr. Moroney stated and insisted that the members eould not act as citizens intil the present meeting of the exchange be first adjourned, and vote whs taken, which resulted in the meeting of the exchange standing adjourned. Messrs. Calller and Daugherty es sayed to have the vote retaken, but to no purpose, as the motion to adjourn had carried beyond a doubt, and the chair aiinounciiig that fact stepped aside. 1 1 It now being a citizens' moetlnir, on motion of Mr. P. S. Plouts Mr. McCnnls was made chairman. Mr. Daughterly then read his resolu tion a second time. Mr. W. G. Sterrett, of theHine. said the meeting reminded him forcibly of the story of the tliree tailors of Loudon. The citizens had not had siiMciant no tice, and he moved that the meeting ad journ untd due notice could be (riven them. His motion was lost. Mr. CalJIer moved the adoptiou of Dangherty'a resolution. Mr. Plouts addressed the meetlnc. urging the defeat of the resolution, lie did not thiiik it behooved tho business men. Messrs. rfouts, Moroney, Stcrrett and others spoke against the adoption ot the resolution, and Messrs. Daugherty and Hughes in favor of Its adoption. Ou motion of Col. Hughes the clause appended to the resolution relative to the Wharf company was striekeu out. The original resolution was then called Tor and adopted t.y a votef twemy-lour to twenty two. Our Publio 8ohools. To the citizens ot Dallas.and especially the patrons of the publio schools: Fivo months have passed since the re-organi-xatlou of our public school Bystoiu. We opened sohool four months ago with high hopes and aspirations. The teach ers have worked with zeal, co-operation aud harmony seldom equaled aud never surpassed. Cheerfulness, activity aud hard work under new and heretofore untried conditions, and uudur many discouragements have characterized all their leaching aud management. The schools have beeu pleasant, and the universal testimony from pupils them selves, nearly all of whom have lately passed in revisw at thisotlice, Is that they are treated with the greatest con sideration and kindness. No complaint., except in oue or two cases, has beeu made of harshness, aud even those were very excusable. The conduct ol pupils toward their teachers has, so far, boon almost invariably respectful, and their attachments hearty aud marked. The board of directors have made much sacrifice of time to consider the wauts of the schools aud supplied their ueeds so far as they have had the power. Thoir final docision on the vexed question of'certilicatus" showed a high regard lor the rights aud reputatiou of the teacuers who had served the city faithfully in the past. Our worthy mayor could not have selected a set of men better disposed to ao the right in the interests of the city. The president of the board, although iu feeble health, has given more time to the schools ttian la all my long experience I have ever before known one in that position to give In so so short a time. I learu that his attentions last year were equally de votod and earuest. Honor to whom honor is due. And now patrons, what have you and your children done to make our schools a sacoossT 1 shall eudeavor to answer this question from tho teachers' regis ter and from the results attained when the tests of the amount and character nf the pupils' work shall have beeu made at the end of the first term, now close at hand. 1 shall not, attempt to varnish any unsightly work nor to disparage any tcood. I shall hope to speak the truth without uivimr offense, niv sole object being to improve the public sohools and to incite a profound and permanent interest iu them.
