This Parish in point of Representation is the largest in the State except that of Orleans. She has four Representatives in the Lower House, and conjun(tively with the Parishes of Lafayette, Calcasien and Cameron, has two Senators. The first practical lesson under the new r6 gime in the early sessiou of the first Legisla tare after the adoption of the present Consti tution, was that 3, of the 4 legally elected Re presentatives were unseated by the House, and 3 others, more pliable, with minority of votes were foisted upon usias representatives. Both the 3 latter and the member retained are all with Senator Offutt, who drew the short term. retired to private life, leaving Senator Ander son, the long term of four years, now about to expire. Of the four representatives elected in 1870, two have declined agtain to become candidates for re-election leaving the remain ing two in the field, whose claims to the fur therconfidence of their late constituency we leave to their better judgment. Before proceeding to notice the claims of Senator Anderson, most prominent for his long service, tact and ability, it has been obviously noticeable, that in the number of those di rectly charged with the interests of this peo ple during the last long and snffering years. not one manly and outspoken protest or other resistance, otherwise than by oceasional Ayes or Napes was made against the aneenmnlated oppression and exactions persistently inflicted upon ns. On the 19th of March 1856, Act No. 137 entitled an "Act to re-district and peruta nently define the boundaries of the 1'oli-e Jury Wards of the Parish of St. Latdry and the number of members to be elerted in said Parish," page 114 of the Act of 1856. AN AT To re-district and perstmaently define the botudaries of the Police Jut- Wards of the Parish of St. Lanudry, and the ntmber of iteujt-ers to be elected in sait Palish: SRc. 10. lc it further enacted &c , That the said Police Jury shall not hereafter have the power to levy or assess a tax on atid Parish to exceed seventy-five per cent. on the State tax of said Parishounless it becentes necessary to do s0 for the purirse of erecting or 1-ountruct titg some necessary work or publi- improve tatWrt. they then shall have the power to levy a speelal tax and specify the amotnt and for what specific object said tax shtall be assessed atti collected. Approved March 19th, 1856. Here was a sensible and judicious limit and barrier provided against the unlicensed taxa tion imposed at even that day of prosperity. It was not until the close of the War in 1865, that the I alitc Jury resmued their ante-bel lumt system of taxation oblivious of the res trintions of the Act of 1856 upon a population then on the verge of want. It was persisted in, regardless of the feeling appeals of a then inopoverished and over taxed laopulation, when in 1868, forbearance cnsed to be a virtue, and the tax payear of the Parish organized in a solemn inquest, for the investigation of their parothial afiairs,-h3y the appointment of their President and the enmployttent. at their own expense of two cosupeteit accountants. This mnvestigatitn under every obstacle, the jeers andttuontsof the official rihg, when it closed in July 1869, the result showed that $195,671, 89, had been assessed upon the Parish for the last four years, amounts annually largely in excess of the limits fixed by the act of 1856. It was at this diitressed condielon of affairs that Senator Anderson, then Treasurer of the Pariah and cognizant of the condition of his people. anal of their opposition to the inordi nate rate of taxation Ieied upon them, in his place in the Senate on the :8th of March, 1870, introduced an art in effect to repeal the said 10th seetioti of the set of 1856, thus in the fit tare removini all restrictions to the right of the Police Jury to assess and levy taxes at their discretion. The substitution of the name of Elbert Gantt to that of Wm. Mouton for Congress, while itimperils the entire Fusion ticket in the fourteen Parishes of this District, leaves the great masses of the Democracy without a cun didate fpr whom they can or should vote, aed will, in all probability, result in their bringing out a thorough-going Democrat to whose sup port the three thousand conservative votes of St. Landry (we speak only of this Parish) will rally-the remaining vote being divided about as follows: Darrall 2000; Gantt 200. "Governor Wartnoth, allow me to introduce von to Mr. Steel," said a gentlemin at the barbecue hire on monday last, .Steel, Steel, Steel," remarked the (hiveraor, wit Ii i merry twinkle in his eye, as le extended his hand in the niost courteous mianner, and grasped that of the gentleman ; "Steel why you must he a relation of mine, for they say I Steel everyt hing I put toy hands on. The Opeloisas Journal is responsible for the ahove display of Warmoth'si most promi neit trait-brass, and recalls to our mind i re mark made by an old darkey of our town re reutly. It was announced that the Republi can speakers would be attended by a brass hand, when some one inquired why the speak ers of the Fusion Ticket were not provided with a brass hand, when the old darkey re plied that "as Warmoth accompanied the I i sioti spetkers it was evident that there was brass enough along to dispense with a band." ( The Republican Barbecte previously aunounced took place near our town on Tues day last. The speakers were, Messrs. W. 1'. Kellogg. candidate for Governor; C. B. Dar rull, carn idiate for Congress, 3, District,; Ais. Lewis, (colored) of New Orleans, not a candi date; D. P. C. Hill of Opelousas ; and Reuben Tiurner (freedman) of Bayou Enuf. Mr. Kel logg was remurkably severe on Gov. War iioth. The auditors numbered about 20) or 300 colored people (men women and childieu) 6 or S white Reputlieans, and ihout 50 other white persons, attracted there from curiosity, we presume. NEEDS ArrTTErtaTN.-The Bridge over Bayou Tesson. on Landry street is in a dangerots condition; it should le attended to without any further delay. There is scarcely a day passes that we do taot hear of sonic horse be ing injured or crippled by getting his foot caught in some of the unmerous holes in that bridge. It has been patched so often that it will no longer hear patching. Will our Town Council please make a ntte of this. PesouNAL.-We have had a call from Mr. Iarry W. Clayton the exe Ile nt eoiii an i recently of Cresp's troupe, who enues to take charge of the lrganizatioin of the theatrical ,troupe which is soon to he formed here under the direction of a stock company. If we are to rely on the statement of those better post ed than ourselves in the matter, this troupe will be such as to insure both pleasure and recreation to our cimulnoity. [17 Mr. Jos. Gibbs of Opelousns, the inven tor and patentee of the "ion-incrustation Culinary boiler." and other ingenious lator saving inventions. has shownI us a very useful conlrivanee he has just finished for pre'enting the escape of sparks from chinureys, which can be applied to Iiecoiotites, Stramiboats Sugar-houses, ec., and will no doubt prove of much benefit in diminishing the dangers of fire from flying sparks. Now's YouR OProaTUNrTY.-It will le seen by the notice in another column, that Capt. H. HI. Broad, lof the steamer "Peerless" has greatly reduced the rates of freight and pas sage to New Orleans, by that boat. The Peer less, we are informed, is just oat of Duck, having been thoroughly overhauled, and stands A No. I in the insnrftuee. GROCERIES &c.-Don't forget that you can still get your groceries and family supplies as cheap as ever at Muunzesheimer'a. even though the navigation is getting daily mere diflicult and uncertain. A call at his establishment will anufice to convince any one of these facts. 5V We learn that Capt. Kenison, of the Steamer Trenton, has reduced his rates of freight and passage to New Orleans.
