MeOtanie, J. C. Fgan, Drayton B. Hayes and J. H. Chappell, composing a coemmittee of citizens appointed by the Pollee Jury of the parish of I Claiborne to devise and suggest a plan for the relief of said parish from its financial embar rassments, and to prepare a memorial to the General Assembly embodying the plan of relief Isought. Referred to the Committee on Parochial Af. fairs. NOTICIO OF BILLR. Mr. Delavigne gave notice that on some future day he would Introduce an act to provide for the e inspection and designation of coal oils and illu minating oils and fluids derived wholly or in part from coal or petroleum; to regulate the sale r or disposition of tie same; to prohibit in certain 9 eases the sale or disposition of illuminating oils or fluids dangerous to life and property, and to prescribe penalties for violations of this act. Also, an act to prohibit any parish or munici pal corporation of this State from imposing any license, tax, fee, or charge on farmers, market gardners and flower and fruit growers, for the sale of their own products: to require the City of New Orleans to provide proper places for the sale of such products by the growers thereof, and to regulate the details of such sales. r HILLS INTRODUCED, Mr. Berry asked and obtained leave to intro [ duce a bill entitled House bill No. 121, an act to repeal an act entitled "An act incorporating the t New Orleans Sanitary Excavating Company in the city of New Orleans, and granting rights and privileges thereto." approved March 12. 1874, and for the formation of cotrorations for public sanitary purposes in the city of New Orleans, and to provide for their organization. The hill was read, and, under a suspension of the constitutional rule, was passed to its second reading, and ro:erred to the Special Committee on City Affairs. Mr. Leeds introduced, by consent of the House, a bill entitled House bill No. 122. "An act to authorize and require the city of New Or leans to receive certificates issued since the sth of January, 1877, and those to hbe issued by the Iloard of Metropolitan Police in payment of the Salaries and expenses of the Metropolitan Po lice, not to exoond the sum of $r,e000, in payment of the tax levied for police purposes for the cur, rent year." The bill, under a suspension of the rules, underwent its several readings and was passed. The title was adopted, and the bill was ordered to be sent to the Senate for concurrence. Mr. Leeds. by further consent of the House introduced a bill entitled House bill No. 123, "An act to enable the city of New Orleans to promote' the public healt nd afford greater security against fire by tne establishment of a corpora tion to be called 'The New Orleans Waterworks Company;' to authorize the said company to issue bonds for the purpose of extending and improving the said works, and to furnish the inhabitants of Now Orleans an adequate supply of pure and wholesome water; to permit the holders of waterworks bonds to convert them into stock; and to provide for the liquidation of the bonded and floating debt of the city of New Orleans." The bill was read, and under a suspension of the constitutional rule. was passed to its second reading, and referred to the Special Committee on City Affairs. SENATE AMENDMENTS CONCBRRED IN. House bill No. 46, substitute for No. 20, entitled "An aot to authorize plaintiffs in suit, by pro visional seizure, to bond property after the ex piration of ten days. when the defendant has failed or negleeted to bond the same," returned from the Senate as concurred in with amend ments, was taken up and, on motion, the said amendments of the Senate were concurred in as follows: In line 15 of section 1 strike out the words "at tachment or." In line 2 strike out the words " so attached or." Add to the end of the section the words "pro vlded that this act shall not be construed as affecting the right of intervenors to bond under existing laws." Notice of concurrence was ordered to be sent to the Senate. and the bill was adopted as amend'd. On the motion of Mr. Berry the House re vokel its order by which the hour of to a. m. was fixed as the time to which the House should adjourn from day to day. BacTrio 1. le it enacted by the .Venate nd House of Representatives qf the Sate a of Louisiana, in General Assembly convened, that no member of the Board of T'ruatees, nor any Administrator of any Charitable Institution of the State of Louisiana shall be competent to receive any appointment in said intlitution, nor shall any member of either of said Boards of Trustees, or Administrators, nor any officer ap. pointed by either of them, be concerned directly or indirectly in any contract, or in the furnish ing of supplie, or in the purchase or sale of any article of property or value for or on account of these inetitutions; and any person violating the provisions of this seetion shall, upon conv'ctio'i, be punished by fine or ilnp isonment, or both, at the discretion of the Oourt. That section three hundred and fifty-one of the Revised Statutes of the SBate, relative to bonds of ofi cere, approved March 14, 1870, be amended and re-enacted so as to read as follows, to wit : "All bonds given by tax collectors of this State and e by persons charged with the collection of pariseh e taxes and by all public offloers, whether State or parish, (except the State 'reasurer, the Auditor Soef Public Accounts, Parish Recorders and Olerks Sof the District Courts), who, by existing laws or those hereafter .to. be enacted, may n be required to give bond, shall nive bond e with seenrity reniding within the parish where o the officer exercises the functions of his office; which bond shall be accepted by the Parish Re corder, the Clerk of the District Court and the President of the Police Jury, or any two of them ' in the absence from the parish of the third, in all it the parishes except in the city of New Orleans, e where that duty shall be performed by the Re y corder of Mortgages in and for the parish of Or leans, within thirty days from the date of thdr commissions, and before entering upon their da ties; the bond shall toe authenticated by the attestation of two witnesses and the signalture of the Recorder; and shall also be recorded in a separate book, to be kept for that purpose, and shall also be registered in the mortgage records of the several parishes, e where the principal obligor may own real estate. a The bonds, when so recorded, shall operate from s and after the date of the registry as a mortgage unon all the real estate of the principal obliger therein, - The bonds of all State officers shall be made pa} able to the Governor of the State of Louisiana, and those of parish officers to the president of the police jury of the parish. f t,. 2. .le t f rther enacted, elo , That this d act shall take effect from and after its passage, e and all laws or parts of laws contrary to the pro visions of this act be and the same are hereby re pealed.
