New Orleans, March 6. 1877. To the Honorable the OCity Oonoil: entiornen- At a meeting of the Council, held Tuesday, February 20, 1877, I introduced a reso lutikn authortzing this department to advertise for sale dredgehoats Nos. 1 and 4. My action then was based upon the befief that those boats were no longer of use to this depart ment, and that their disposal by sale would be the means of saving the city a considerable ex pense. Since, however, the City Surveyor writes me that the said boats oan be of great benefit to the city in dredging the Viln,tt Cans), from Barataria Bayou to the intersection of Vinett's canal with Market street, in the Fifth District, and at o her points along the river front, and that their sale at this moment w. uld be an injudicious move. Under the circumstances I rNspeotfuyll recom mend to the Council the repeal of the aforessad resolution, passed February 20 1877. I aiso deszre to have repealed the resolution passed at the same meeting, authorizing the dministrator of Improvements to advertise for bids for the shelling of St. Oharles avenue, over the Nicholson pavement, from Octavia street to Louisiana avenue. I find, upon examination, that my predecessor, acting under provisions of act No. 73, 'f 1876, gave public notice in the daily papers of the intention of the eity to order the shelling of said avenue and inviting objections thtreto. A majority of the p:operty owners along said avenue, not pre sentilg objections within the time prescribed, nothing is ftrt the city but to order the work to he done. I, therefore, recommend the readoption of the resolution, in order that the work may be com menced at once. JNO. McOAFFB&Y, Administrator. Financial Business on Flnal Passage.
