I am further of the opiniton that one of the chief bulwarks of a state is the independence of i sjudieiary and that that the breaking up of the judicial di-ricts during the term of office of judges would have as its efidct to impair that independence. I am not to be understood as expressing any opinion whatever as to the legality or propriety of a general redistl icting of tile State, but con fine mys-lf strictly to she case of the abolishing of a particular court by special act bef, re the expirati,,a of the te: m of offi:e of the incumbent, and ther pl:tlang of the citizens of the various sub-divisi',rs which compose the district under the jurisdliction of a judge~ not el eted by them.
