WAMlHN ION IrFLU.UNCEs. Our Washington special this morning, In reference to dissensions among Lou tlatilans in that city, does not refer to our accredited representatives there, who we believe are harmonious and Uhanimous in their suggestions. Nev eartheless the dispatch should warn the members of the Legisla iru of the danger of permitting their purposes to be swayed by tele Wa.m. e from the national capital. By Ualtening to advice from there, they are `IMtt to peril the gravest interest of the 1skt upon the biased judgments of pol .jolans who, assuming to advise and in aIUt, comprehend so little the plans ndd wishes of the Administration, that tihey are themselves divided in opinion, Mad fully as much at sea as are the too .a ltious representatives who wait with bated breath the coming of every telo graml, as though it was to be a revela tlon of a certain plan for the settle Inoat of the status of the Nicholls gov tnment. )Prom our representatives in Washing thp our friends in the Legislature can obtain much valuable information to laide their action by. But no end will Sbeaoeomplished by permitting our tate a.llrs to be influenced and controlled h.. asbington Ideas, or by the views and wishes of the Republlcan leaders there. A little reflection, and a little of that boldness of spirit which is absolutely necessary to extricate any people from difficulties such 4An surround an I embarrass us, SWould convince the members of the tLouisiana Legislature that the proper, Indeed the only safe thing for themp to d., in this crisis, is to act upon the plain amd simple proposition that their body Ibs the Legislature of the Government of RIFuiiana; that it has the same rights radsr the Constitution of the United Sttes that the Legislature of any other s ate possesses; that the business I Sow before it is to elect a Sena 4 ~or to represent Louisiana in the kt.L lated States Senate, and that t Ibs bound in duty and honor to elect a man who, possessing the brains and 1 lategrity to fit him for this high office, ieprbsents in his politics, his purposes sad his social surroundings, the people I who created the LcuLislature. We have heard much during the past 1!w days of the importance of electing a man to the Senate who would be unob j-.g~tnable to the Republican majority body. Indeed, many of our Sseem to think that the question , .ml.ortanoe to be considered in this C~n( is the social and political q Am the man chosen may be ° l ftoo establish with Jjit Blaine CIO,"P. Morton, and the list of sup ,ineaavailablee, whom Democrats and -laaergatives are discussing, em A es in its sweep a motley crew of politicians, from those who have strad died the fence for ten years to pro mlounced Radicals. It seems to us that this is an entirely mistaken view of the case. The Repub lican Senators, as well as the Demo cratic Senators, will be guided in their action in this matter by no personal considerations; nor will the poll tics of the Senator we may elect determine their votes. There is an in A itely larger and broader question inyolved. When the Senate comes to ote upon seating the members from ana they will divide, not upon the qualities or political views of the but upon a very great ques public policy. Those who have oed, in the interests of party, alive the unholy fires hats will 'vote for the San make will prompt them to eat at mnlgle vote or utter a tingle word oaceu. lated in the slightest degree to reoognise any other authority here than that of Packard. Upon the other hand, those who desire the restoration of pease and prosperity in this State and the re establishment here of law and justice, Democrats and iepublicans, will vote for the Senator elected by the Legisla ture of the State and holding the certifi cate of Gov. Nicholls. T b.41 dis.4tchea which are ~en . hero from Washington, advising the election of a man acceptable to the R1epubil catis: or, amffrming that this nor that in dividual alone can obtain the seat, the Legislature should give no more heed than to the passing wind, O(r dis patches show that the parties sending these dispatches are of different opin ions on these points themselves; and that, consequently, they cannot have derived their views from authloritative sources. The Legislature, therefore, should act as all other Legislatures act. It should fulfill its duty, and fulfill it in a manner and spirit to show it is the Legislature of the State. Has it never occurred to our repre sentatives here, that in hesitating to go forward with government functions we are embarrassing the President? If we fall or hesitate to exercise those funo tlons, we cast a doubt upon our own authority, and give our enemies a plau sible pretext to question and dispute it. If we confess to the whole country that we entertain so contemptible an opinion of our title that we are eager to strengthen it by surrendering one of the highest and most important rights of government-the free choice of a Henator-for recognition in Washington, we degrade the dignity of Louisiana and weaken instead of strengthening the claims of our government. We do not assume that the Senator we may elect will be seated at this ses sion of the Senate. Indeed, we think It is extremely probable that he will not be seated. But we do assume that his chances of obtaining recognition will not be impaired by rightful and in dependent action on the part of the Legislature in electing him. The Sen, ate has indeed fallen since high and honorable men filled its places as t-- te ri·l' ant1d Ilhe tnrk ni elits atul 'oilar t.p. their Ievle i.j ld," If a man whose politics and fame have been those of a robber, and whose claims are based on concesslons extorted from an enslaved people, stands a better chance of admission there than a gentle. man anda statesman, identifled with the interests of his Mtate, representing his people politically and socially, and seo lected as the free cholce of a legislature. The people in every part of the State desire that their government shall go straightforward to the discharge of all its governmental functions. They are waiting anxiously for the Legislature to act in this matter. They are disheart ened by that polcly which is so vacil lating that its purpose has been changed three times in as many days. We think the Legislature should proceed without further delay to the election of a len ator, and that a man of pronounced views and high character should be elected. Vacillation is a policy which always ends in disaster. No battle was ever won by it; no cause was ever saved or served by it. The Nicholls government is the government of this State; we have affirmed it and declared our purpose to fight for it. Will the Legislature of the government for which the people are willing to pour out their blood discuss the policy of con cession, or talk of bartering away its senatorial honors ? The people who made the Pourteenth of September and the Ninth of January cannot darken the luster of those days by creating one stained by an abandonment of duty. A NEW ELECTION. Intelligence comes to us from Wash ington that Jim Blaine. with Kellogg and the whole gang of carpet-baggers now infesting the national capital, are working for a new election in this State and South Carolina. These baffmed and despairing but desperate wretches die hard. It pierces them to the soul to be forced to abandon their chosen fields of plunder. Every hope of wringing, squeezing or twisting something further out of this people seems to have fled their hearts, and their last desperate scheme is to force a new election. We hardly think the President can be weak enough to give countenance to this desperate scheme. It would bring upon us untold disasters. Our impov erished State is not in a condition to bear the expense. The virtual suspen sion of law within our border for several months, with the hos tile feelings which hae been en gendered by the pertinacity of Pack ard and his gang of vagabonds and thieves, in pursuing a course that has caused the loss of millions to this peo ple, would impart a dangerous charao ter to a popular election on the present issues at this time. If, however, which is extremely im probable, the President, against light and knowledge, shall fall into the support of this scheme, and a new elec tion be forced upon us, it will be the last of carpet-baggery. The State will give in such an election fifty thousand Dem ocratic-Conservative majority. We oppose any such scheme, because we are satisfied that no election can ever create a government more legiti mate and representative in its character than the one of which Governor Nich olls is the head, and because we know that an exciting campaign now, will further depress trade and cost the peo ple a large sum. But that it would for ever annihilate all the Paekads Kel hawvtawt1 w i *#kiw uotth teit doubt, In the event of alioh ai elaotlon, Peakartd would not get U,Otu00 votes, for the colored people in the couttrry as well as the whites want peaes and quiet and the restoration of confidence and law. The Washington correspondent of the Cinclnnati IfIwpirer is responsible for the following aspersIon against the whlite-oravated gentlemen who attend to the welfare of souls; he says that over two-thirds of the applications to eeived by the new 0.'oRtntaster (tenernl for Mouthern Vostlllices come from the gentlemen of the black cloth. Judge Key says lie does not understand it to be the pollcy of the Adminltration to unite Church and Htate. It is a signifltant fact. if we may be leve the correspondent of the Ht. Lou~o rnmes, that Mrs. Hayes received a beautiful bouquet of rose utds and vio lets, accompanied with a card bearing the words: "From a MisIsesippl le publican who stands by the statesman who has sald that "He who best serves his country serves hls party best.' " It would seem that at least some Republl cans In Mississippi do not believe in carpet-baggery, and indorse Mr. Hayes' Houthern policy. We are indebted t6o Commander C. M. Johoonmaker, IT, H. N..
