Mr. (Goode argued that the exigency of the times rcqutred the passage of the bill at once and that it would cause all the rolls withheld, which was the case in but a few parishes, to be returned to the proper oofleers. The old hLw bad been but very little changed. The amendments of Mr. Boatner were lost, and the bill as amended by the committee was finally passed. Mr. Robertson introduced a bill regu lating duties and fees of harbormastors of New Orleans. The charge against ships is s $20, steamships $20, barks $156 brigs $10, and schooners $7 5o. The bill was read twice and referred. A message from the Governor an nounced that he had signed the bill supplemental to the act creating East and West Carroll parishes out of Car roll parish. Mr. Eustis spoke as to the importance of the bill, as afflecting restrictions on commerce, which had been a vexed question so long throughout the coun try. He contended that the matter should be referred to the Judiciary Committee. Mr. White also argued that the bill should be referred to that committee. If any decision of the Supreme Court deprived harbormasters of such fees on the ground that this imposed restric tions upon commerce, it was proper matter for consideration of the bill by that corn mittee. • Mr. Z'tcharle argued that the bill should be so referred, as it was not a mere question as to the amount of fees, but a constitutional question as to whether or not any fees could be fixed at all, under the decision at Washing ton, touching the law of this State on this subject. Possibly a bill might be prepared, Providing for the collection of harbor fees in such way as not to be in conflict with the decision. Mr. Steven in the chair. The Board of Health met yesterday at one o'clock, at the residence of Dr. Y. it. LeMonnler, Dr. Gaudet in the chair and a quorum present. The reports of inspectors were re ceived, and the report from the First D)istrict showed an increase of small pox in that district and the mortality greater. A communication was received from citizens residing in the vicinity of the potters' field, complaining of the terri ble condition of the cemetery and ask ing some action to be taken in the premises. On motion a committee of three were appointed by the board, consisting of Drs. LeMonnier, Finney and Bryant, to investigate the matter. On motion of Dr. Finney the sum of one hundred dollars was appropriated to Dr, LeMonnier for rent of his rooms, that had been occupied as a meeting room by the board.
